电力公司的诉求是，大量的太阳能用户不断地向电网发电，对其他普通用户造成极大的不公平！所以rebate一减再减，到现在已经不能支持，你想要用太阳能发电，请付费！
这意味着太阳能推广时代已经结束，必须严加控制，为了保证电力公司的利益，要收网了！
https://www.aer.gov.au/ 是政府部门，所以此plan是有很大可能实施的！

不过，对于产生大量二氧化碳的普通电力，也应该征收碳税，让电费翻一番。
