What you need is dilapidation survey to be undertaken. Normally before and after the construction, then the engineer will provide you a dilapidation building report. Base on this report for you to discuss with your solicitor to claim any damage due to the construction work. Normally a major project like light rail, there should be some strict requirement in the agreement between the government and the contractor (builder) that the contractor need to make sure no damage to the property near the construction site otherwise, there is penalty for the claim.
The contractor should be responsible for the dilapidation survey. If you haven't been contacted by them or the government. I have sent you my contact in private. I can offer this service and have done many of this to the properties during pacific highway upgrade. It is worth to have an independent report rather than prepared by the contractor anyway.
Btw, during the construction of the Eastern Distributir Motor way, there was a similar case to the Surry Hill residences, and it cause a large amount law suit to The contractor.

You should receive the community newsletter about the indicative construction program.
I am not sure what type of inspection they are undertaking, but most likely they take photos of any existing defects to protect themselves rather than you. If you can effort, I still suggest you to pay for an independent report. The work and cost is very similar to a building report you pay when you buy a house, plus engineering judgement to justify the damage if it is caused by the construction work.
