It depends on different council, some council accept water tank as part of detention system, some council not allow.

LPOD=legal point of discharge, a point specified by the council where stormwater MUST be discharged.

Normally it's connected to council's drain first, then to Melbourne Water's regional drain? It is unlikely that the stormwater in your property would discharge to Melbourne water's drain directly.

Most of the LPOD is to council drain (street or easement), kerb and channel, table drain or absorbs on-site. Sometimes in some rare cases if there is no council drain around and all the alternative option I mentioned above is not suitable for your development, you can direct to Melbourne Water drain (if there is one nearby). But you need to pay for connection fee for the connection into MW drain to Melbourne Water. Other fees may also involve such as plan checking fee, inspection fee. Depends on different cases.

Yes, there are many cases you need to pump to the front(high point). Especially for some LPOD is to the kerb and channel and your house is slope to the back. (For this case, at the back of the property doesn't have easement, or the easement doesn't have council drain.) This will be the worst case for the unit development because a pump can be very expensive. Usually more than 10,000 dollars plus a back up power supply.
Another case is that you have a basement for your development (apartment or luxury house with a basement), in this case most likely you need to pump, because rainwater at basement usually can not gravity discharge to the LPOD (level too low).

现在很多新房子都看不到gutter,如果堵了或太大雨，溢出来的水不就罐到室内的天花了吗？
不像旧房看得见gutter，而且是申出在外墙外面，溢出水也不会倒灌室内
LZ可以分析一下吗？
