请问这两个如何译成中文?
1. “rule by law”
2. “rule of law”
我个人的看法是1是"法治",2是"法制"。但是又觉得差点意思。请问大家有何高见?

意思差不多,但最好还是看上下文,如果有的话。。。

具体的英文上下文我回忆不起来了,是一个对比两种治国理念的一个讲课。一个是古罗马,说是"rule of law",上下文大概是说法律最大。另一个讲君主制的体系,说是"rule by law",上下文大概说这些国家虽然也有法律,但是君主用来统御民众的工具,君主最大。

In Ancient China, members of the school of legalism during the 3rd century BC argued for using law as a tool of governance, but they promoted "rule by law" as opposed to "rule of law", meaning that they placed the aristocrats and emperor above the law.[13][14][15][16] In contrast, the Huang-Lao school of Daoism rejected legal positivism in favor of a natural law that even the ruler would be subject to.[17]

版主贴的还是没太看懂。现在好像没有rule by law 这个概念,只有rule of law,也就是法治(社会)。
