即:什么情况下的改建或加建除了council approval之外还需要OC?
比如加了个棚,申请了approval,但是不需要OC。 (常见)
那么车库改造呢?改造成房间,但是没下水。需要OC吗? (似乎常见是不需要)
如果车库改造成带下水或厨房,需要OC吗? (似乎也不是必须的,但是有的是带OC的)
主体结构旁扩展了一个客厅需要OC吗?
把客厅分割了一个房间(用石膏板)需要OC吗? 用砖呢?
以上问题都假设是house.
NSW是统一标准还是说各个council各自的规定?
有个NSW的政府说明有这样一句:When is an OC not required?
You do not need an OC if your proposed development is exempt development, development that
does not require consent, or development that is erected by or on behalf of the Crown.
那如果后院加棚子,因为需要concent,那么就必须要OC?!
另外2019年之前是什么情况?
Are there any transitional arrangements proposed for OCs and
development consents issued before 1 December 2019?
Part 6 of the EP&A Act will only apply to OCs for development consents issued after 1 December
2019. This means that development consents and OCs issued before this date remain subject to
the former arrangements. As a result, from 1 December 2019, councils will need to draft the
conditions in new development consents with the new OC terminology in mind.

其中exemption的情况,除了 exempt development or development that does not otherwise require development consent以外,还有就是 the subject of a compliance certificate in circumstances in which that certificate is an authorised alternative to an occupation certificate。所以所很多情况即使没有OC,你也是要有个compliance certificate的。不可能申请了development consent,没有对应的certificate,当然私下违规的情况除外。

Part 6 EP&A Act Changes
Commenced: 01 December 2019 (transitional period applies*)
Applies to: all classes of buildings
Operates as follows:
Remove interim and final occupation certificates terminology – now only Occupation Certificates apply
The First Occupation Certificate issued will have a condition requiring completion within 5 years**. There is no mechanism within the regulations to modify or extend this requirement.
A new certificate for subdivision works, separating subdivision from construction works must be created.
Principal Certifiers are required to issue Written Directions Notice if any issues are identified^. This is mandatory and not discretionary.
Changed “Not Inconsistent” to “Consistent” test. “Consistent” test is a stricter interpretation of consistency with the DA.
Third party right of appeal to challenge validity of a Construction Certificate must be made within 3 months.
The Requirement for a Building Manual to be prepared for specified buildings has had commenced deferred.

按法规后院棚子之类的必须要OC。但似乎没听说有人专门为这个做了OC.

楼主无非是担心日后卖,所以只要不是让人能看得出的改动或加建,买家就不会特意查,也就不影响卖了

可以参靠下面这个State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 里的Minor building alterations (internal)的例子,这些都是general exempt development的例子。 注意这里 replacement or renovation of a bathroom or kitchen,在不改变internal floor layout的情况下是exempt的。

如果改变了floor layout,如隔房间,也属于complying development,需要development consent。

还有pergola超过面积也是complying development,是要consent,但是不用oc,拿到compliance certificate就可以代替oc。
