刚刚从court回公司，想到应该update一下，顺利解决，council派他们的律师到法庭，说他们cancel了我的PIN，是他们的错误，不应该给我罚款之类的，总共耗时2mins，当然这当中要感谢我同一个小区的committee，有了他的帮助，council派人来我家看了多次，council major也给我打电话过问了此事，所以个人认为澳洲还是一个讲事实讲依据的国家，也谢谢各位帮我出谋划策
邻居有一颗树,因为顶部的树枝已经死掉了，所以树基本上是斜着长的，前不久把斜过我家的部分都剪了，结果被邻居complain到council了，council找人来视察后，今天寄来罚单，说我们修剪没有书面申请，而且修剪超过10%了，可当时我的确给council打过电话，说会修剪a little bit,但结果是剪多了一点，请问现在的情况怎么办？如果只罚个几百也就算了，$1,500的确不是少数目，请万能的朋友们给点建议吧
下面是应council的要求写的砍树理由：
Dear Warick,
I am writing the letter to response the tree prune issue.
I have moved to Thornleigh since the 1st of June and I love the place located in a quiet leafy setting, overlooking a rainforest reserve, as well as the landscaped backyard that is ideal for entertaining. However, the tree in my neighbour’s backyard has had an effect on the quality of my life.
Following are some bullet points that I would like to highlight to prove why I have to cut the tree cut or get it pruned:
1. Falling leaves, sap and bird droppings
The fact is that fallen leaves create a barrier over the lawn. The leaf mat traps moisture, inhibits sunlight and harbors insects and diseases that can kill patches of even the healthiest grass, as well as for bird droppings. Thus the bottom line is that leaves should be removed regularly. However, it is quite challenge for me to do due to my working hours that 7 days/week (full time job on weekdays, part time on weekend).
While leaving the leaves on the lawn all fallen from the trees may seem like a good way to deal with the problem, it isn’t. The longer the leaves lay around and the thicker they accumulate; the greater the damage that could occur to the grass.
In addition, I am also concerned about the amount of bird poop dropping in my yard which may carry disease and make difficult for us to walk through the yard without stepping on it. Especially when my little nephews come to visit me sometimes, he always complains to me about the mess and the sap discourages him from playing in the backyard grass. In addition, the bird droppings sometimes spots the clothes drying in the backyard.
2. Blocking the sunlight to my property
Everyone loves the sunshine especially in the winter here; however the tree overhang over my fence blocks the sunlight after 11am every morning.
3. Potential damage to my property
As you can see from the original photo, the trend of the tree growth leaning into my backyard and the two thirds of total gravity is on my side. Thus we want to prune the branches to make them balance so as to keep safe.
Apart from the proof listed above, we have also taken some actions before we decided to prune the tree.
1. We put a letter for the request to prune in my neighbour’s letter box, but got no feedback.
2. We have also asked my neighbourhood committee member in my area (his name is John) help to have the permission of the owner of the property where the tree is located - And they feedback to us that we can prune the tree which overhang our side of the fence.
3. To make sure I have council approval, I have called the council and told one of the staff my situation and he said I do not need get permission from council only that I should speak with my neighbour.(You can check the record from the council phones)
4. I have also sent the message of apologies to my neighbour when they have the concern that we may cut the tree a little more.

上法院，拿着修剪之前的照片，因为树是斜着长，快要失去㔻衡了，你不得不修剪的，并且已作了电话沟通,修剪费用还应该和邻居分担.
