在看一块地，边上一侧有个小河道类似的地方但是没水，只有植物，council 网上查了地的边缘部分属于Riparian zone category 3, 哪位大神指点下啥意思啊

floor level must be higher than flood level if it is a habitable room; you may not be built on the portion that is in the riparian zone; or you may be affected by flood one day; check with your Council's planning or environment department for more details.
