今天收到中介邮件，如下:
Please be advised that property owners have access to FREE sample testing for loose fill Asbestos insulation until 1st August 2016.
Important Note - If it is discovered that a property built before 1980 contains loose fill asbestos after this date, it may be the home owners responsibility to remove the insulation. Also, in future, when selling a property, there will be a legal requirement for loose fill asbestos to be disclosed in contracts for sale and listed on planning certificates.

不清楚是不是强制的，如果这次不检测，后续council会不会统一收费来检测，然后强制要求拆除石棉？

邮件内容不是强制，但是建议这次注册对于1980年前建的房子有免费测试，过了这时间，不一定免费。
