还是 应该Builder去council申请？
还有一个Open Space Contribution Fee能Negotiate吗？

Can be anyone, developer, builder, architect...even yourself, as long as you have all the documents required, could apply building permit from either council or private building surveyor.

Nope,because it's the charge from government, just like you couldn't negotiate stamp duty when you buy a house.
