Yes, under some conditions if under 10m2 no permit is required, however I don't think any carport, which meets the parking requirement, could be less than 10m2? So basically you have to apply for building permit. (assume no planning permit is required in your case, otherwise it will be a long story).
Currently most private building surveyors are too busy to handle this small job, therefore I recommend you apply this permit from council. Don't get panic, unlike those persons from planning department, the building department staff are much friendly and cooperative, also their price is reasonable. (in your case, I reckon application fee is around 1000).
Most architectural draftspersons have too many projects as well, so my suggestion is you go to the structural engineer directly and ask if he/she could prepare architectural and structure drawings altogether. If that person could, that will be perfect.
Otherwise, you have to prepare the drawings separately. For architectural part, ask summer-dong if she could help.
