That is when you only own one property.
If you own more than one for more than 6 months or you used one as rental, one of them must be treated as investment property.

你的理解有错误。
第一套房=自住房3年,买了第二套房子,可以选择把第二套房子当自住房,然后把原来的第一套房子做个valuation (不知道中介的appraisal 算不算,个人觉得应该不算),这套房子以这个cost base算投资房了,而第一套房子在自住的这3年里也没有正值税。
如果把第二套房子也出租了,自己出去租房子,第二套房子还是属于自住房,并且6年内收回来将来卖的时候还是不交CGT的。但是,虽然属于自住房,但要交LAND TAX (咱吃过的堑,长的智)。

I thought as long as LZ own two properties for more than 6 months, one of them has to be treated as investment property for
a. the period that LZ own two properties - 6 month if non of them is rent out.
b. the period that LZ own two properties, if any of them rent out.
Is this right?

This comment is not quite right.
I have explained in my post that you can own more than one property, lease out both properties and still receive that 6-year exemption as long as one of the properties is listed as your principle place of residence!
