Let's say an investment property has the total lost during the year (rent - interest etc) about 20k, but I don't have any income to negative gear, can this 20k be carried forward to future year and deducted when I sell the property in the future to get some capital gain?

The rental loss will apply to reduce other assessable income and the balance will be carried forward to next year as a tax loss.

can the tax loss be deducted against the normal income in the future year or it has to be deducted against capital gain?
