Abolish the carbon tax and associated spending measures apart from the compensation to households in the form of lower taxes and fortnightly pension increases. Keep the current tax thresholds and fortnightly pension and benefit increases. Upon repeal of the carbon tax, the Coalition says it will make surcharges attributable to the carbon tax a contravention of the Competition and Consumer Act.
Abolish the mining tax (MRRT) and most of the associated spending measures eg loss carry-back, etc - see below.
Company tax rate to be cut to 28.5% from 1 July 2015.
Tax reform: Coalition says it would seek a second-term mandate for a further tax reform agenda by releasing a White Paper on tax reform prior to the next Federal election. White Paper would also evaluate the current asset depreciation schedules for accommodation investment.Coalition says it would also release the modelling behind the Henry Tax Review.
Retrospective tax legislation: Coalition says it is "strongly opposed to it on principle", and considers it a draconian measure. Coalition says it will "avoid retrospective legislative or administrative rulings (ie rulings contrary to prior administrative practice), except in extreme circumstances where there is a compelling and reasoned justification consistent with wider community benefits or national interests".
Tax administration: Coalition will establish a standing Parliamentary Committee with a singular focus - the oversight of tax administration. Committee would establish an enquiry into the most effective organisational structure for independently handling and resolving formal taxation disputes.
New ATO Second Commissioners from private sector: Coalition says it will increase the number of Second Commissioners of Taxation from 3 to 7, with Mr Hockey saying he expected those executives would come from the private sector and be based outside of Canberra.
No changes to GST rate before next election, although proposed tax reform White Paper may cover GST reforms. In a Coalition statement on 28 August 2013, it said there would be "no change to the GST" [presumably meaning rate and coverage].
Discontinue the tax loss carry-back measure (linked to the MRRT).
Discontinue the small business instant asset write-off, currently $6,500.
Remove accelerated depreciation for motor vehicles for small business (currently $5,000).
Discontinue the phasing down of interest withholding tax on financial institutions. For example, IWT was to reduce from 5% to 2.5% in 2014-15 (and then to zero in 2015-16) for foreign bank branches that borrowed from their overseas head office.
Self-education expenses: Coalition will not proceed with the proposed $2,000 cap on self-education expense deductibility (was to apply from 1 July 2015).
Independent contractors and PSI: Coalition says it will protect the rights of independent contractors, and will not change current laws relating to the treatment of personal services income.
Establish a Paid Parental Leave (PPL) Scheme and abolish Labor's PPL scheme. The Coalition scheme would commence on 1 July 2015 and would give mothers 6 months leave based on their actual wage or the national minimum wage (whichever is the greater), plus super. The Greens have proposed to amend the Coalition scheme re franking credits - see 2013 WTB 36 [1572]. Coalition also proposes to transfer administration of its PPL from business to the Family Assistance Office - see 2013 WTB 30 [1360].
To fund its PPL, introduce a 1.5% levy on companies with taxable incomes above $5m.
FBT and cars: Coalition will not proceed with Labor's proposal to abolish the statutory formula method for car fringe benefits.
Charities and NFPs: Coalition did not support the legislation establishing the ACNC. It said it would abolish the ACNC and would replace it with a small Charities Commission as an educative and training body for the sector, and does not support the creation of another regulatory body that will add to the red tape burden for charitable organisations and duplicate state and territory regulation. The Coalition said it would retain the regulatory powers that already exist in the ATO, ASIC and other similar bodies and not transfer them to the new Commission.
R&D: Coalition will review effectiveness of existing tax incentives for R&D, and review access to R&D tax support. Coalition intends to use the review to examine potential for creating a second stream of the existing R&D Tax Incentive, based more closely on the definitions and eligibility criteria of the former R&D Tax Concession.
Introduce a "Tax Receipt" for taxpayers that provides details on how their tax money has been spent.
Private health insurance rebate (which can be claimed through the tax system): Coalition said it will restore the Rebate "as soon as fiscal circumstances allow".
Small business: Coalition says it will ensure there is small business expertise on the Board of Taxation.
An Exploration Development Incentive that will allow investors to deduct the expense of mining exploration against their taxable income. The scheme would start for investments made from 1 July 2014.
Northern Australia tax incentives: Proposed Coalition White Paper on Northern Australia would consider reviewing current relocation incentives and personal and business tax incentives to help increase population in major northern centres.
EMDG: Coalition said it would also progressively restore funding to Export Market Development Grants starting with an initial $50m boost.
Agriculture: Coalition says it will commission a White Paper on the competitiveness of the agriculture sector. In addition, it will provide $100m in additional funding for Rural Research and Development Corporations. To support export growth, it will commit $15m to provide rebates to small exporters for Export Certification registration costs.
Produce an Energy White Paper, to be publicly released within a year. Relevant Minister would, within first month in government, meet with major resources companies "to verify a legitimate need to retain their leases, over oil or gas fields, to secure supply for long-lived LNG production projects".
Passenger Movement Charge: Coalition proposes to freeze the Passenger Movement Charge at $55 for the whole next term of the Parliament.
