不是,是从开发商手上买新房要purchaser 代替ATO withhold GST, 这笔钱本来是应该由开发商自己交的,但是很多人赖着不交或者后来直接宣告破产,所以从源头把洞先补上

本来就要交GST,只不过以前交开发商由开发商转交现在交ATO,对买家没影响

是开放商要交给ATO的GST吧,一直算在房价里啊,只不过开发商搞各种猫腻逃掉了,现在ATO直接让买家代缴,从房价里扣除,避免开发商逃税。

The GST amount used to be payable by developers, but a lot developers liquidate immediately after their projects are settled to escape from paying GST (GST is only payable by the entity who provides sales/services, directors of the companies are not liable for the GST amount).
Starting from 1 July 2018, purchasers will be deducting the GST amount from the full price of new properties and pay directly to the ATO. it's like issuing one more cheaque payable to the ATO. Your purchase price is not increased.
