以上是firb网站上关于新房的原话。请问海外没身份投资者在这边买房，新房的概念必须是楼花，还是像上面这段话里讲的，可以是造好的新房没有出售过或是出租不超过12个月，又或是原来用做其他用途后来改造成民用居住的也都可以算新房呀？
