"packed to the rafters" means to fill (a place) to capacity, or beyond. It has similar meanings as " raise the rafters" it usually means to have a good or joyous time in a particular place.
"Packed To The Rafters" TV show revolves around the Rafter family facing work pressures and life issues. It is a comedy-drama. So it means to have a good time with Rafter family.
"Underbelly" has the meaning of lower side. So it refers to criminals and mafia in social society.
