A cheapskate is someone that's really stingy. 吝啬的人。
For example: Tom invited everyone over for BBQ on the weekend, but he asked everyone to bring their own meat. What a cheapskate!

This is not rude. But it's definitely not a compliment. However you can also use it in half joking sort of way. Like "You are such a cheapskate..."

Cheapskate is common in Australia too. More so than stingy.
Stingy is too formal and derogative and not often used in jokes.
