My hands are tied means I have the ability to do something but because of some reason I am prevented from exercising my ability. 有能力但是因为某种原因（通常是规矩，良心等等）或是情况不允许所以不能做。
比如说我可以帮我的同事的忙，但是老板规定我不能去帮他。所以我只能说：Sorry mate, my hands are tied. The boss specifically said I can not be involved.

Finally, I found the expression to say to my boss when I really don't want to do job he gives me...
but later on
My boss said to me, "I really want to raise your salary, but my hands are tied..." 我哭。。。
