What I can think of as follows
- Family means a unit of people are tied together through birth, marriage, or adoption. Even though they live in different houses, they are family.
- Household is an indication of all people occupied in one house. They can be family, or just friends who share a house.
family = legally or conventionally bond
household = house hold

同住在一个屋檐下的未必是家人关系－household。 eg买洗衣机时问你household多少，等于问多少人住一起，共同使用这台洗衣机，以便选择买多大容量的洗衣机。这个无论跟你住一起的人与你什么关系。
家人未必同住在一个屋檐下 － family。eg你家几口人，兄弟姐妹有多少等等，无论他们都住在哪里。
