美国的立法机制繁杂无比,一个bill要成为federal law,需要上下两院的批准还要肿桶签字才能生效,有时候提案要经过十几年的程序才能变成法律。所以才有了这样一个表达方式,用来形容工作中或者生活中碰到的无法忍受的官僚主义作风。
例句:
A: Hey B, look at my new stapler. Look at it! A new stapler!
B: Are you OK? You sure you didn't smoke pot before coming in?
A: Of course not. You see, it took me 6 months and an act of congress to get this stapler approved by my manager. So now, let's try again: Hey B, look at my new stapler! It's new!
