从上下文看,应该是词用错了吧。
这争吵有可能是Andy的动机,每人被打了四枪说明开枪的人对两人有着某种强烈的情绪,而不太象是普通的入室抢劫杀人。所以这个事实对Andy最不利。

只有文学家才那么扣字眼,一般人写的小说里总有几个词用的有问题的。

"mitigate against" should be accepted as an idiomatic alternative to "militate," but if you want to avoid criticism, you should keep "mitigate" and "militate" distinct.
