Residents not told their homes will go

About noon yesterday, Premier John Brumby and two of his ministers, scores of his staff, and 300 of Australia's most handsomely rewarded transport stakeholders sat down to a superbly catered three-course meal at Federation Square's Zinc restaurant, with much of the tab picked up by the public.
At about the same time, Rhiannon Modica was at home in Footscray's Buckley Street, finding out for the first time - from journalists - that the family house was about to be forcibly taken and bulldozed. Evidently, she is not a stakeholder.
In all, 26 houses will be razed around Buckley Street for the $4.3 billion Regional Rail Link project.
Government spokeswoman Ilsa Colson said ''every effort'' had been made to contact the 26 households affected.
The effort was lost on Ms Modica, who rang the transport department to find out if her house was to be taken from her.
Soon after, a department official rang back to say, yes, her home would be ripped down.
Ms Modica was told the Transport Department's planned visit had been cancelled because bureaucrats delivering the bad news did not want to be filmed by the media.
The office of Greens MP Colleen Hartland is metres from Buckley Street and several residents were yesterday in her office, shocked by reporters asking if they knew their houses were to be acquired. None had yet heard any news from the government.
''One woman had lived in her house 65 years, and she was really shaken. Another man was about to start his renovations,'' Ms Hartland said. Public Transport Minister Martin Pakula told ABC Radio it was ''very difficult'' to build a new railway line through inner Melbourne without demolishing some houses, adding that ''face-to-face'' was the best way to break the news.
There was no face-to-face visit for Ms Modica, whose only warning was a letter in March mentioning possible soil testing in her backyard.
With her seven-month-old daughter, Imogen, on her arm, Ms Modica said yesterday: ''We've been treated with complete contempt.''

昨天中午，州长John Brumby和他的两个部长以及大量随从和大约三百多位交通项目投资人在联邦广场的Zinc餐厅享用了一顿丰盛的工作午餐。同时，在位于Footscray Buckley Street家中，Rhiannon Modica女士第一次从记者那里得知，她的家将被强行拆除。
政府发言人Ilsa Colson说他们做了最大的努力来通知将会受到该项目影响的二十六户居民。但是Modica女士对此事一无所知。她打电话给交通部后才得知自己的房屋将被拆除。
Modica女士被告知，由于交通部门的办事员不想被媒体采访，所以取消了原定的上门参访。
昨天在离Buckley Street只有几米远的绿党议员Colleen Hartland的办公室中，当被问及是否知道他们的房屋将被征用时，几位当地居民都感到非常吃惊，他们从来都没有得到过政府部门的通知。
Hartland女士说：“一名在这里住了六十五年的女士对这个消息非常震惊。另外一位先生正打算装修房屋。”公共交通部长Martin Pakula告诉ABC广播电台，在墨尔本城区，如果不拆迁居民房屋，很难修建一条新的铁路线。他同时强调当面告知居民是最好的方式。
对于Modica女士来说，她从来没有被高知自己的房屋要被征用。只是在三月份的时候收到过一分通告说可能会在她家的后院做土壤测试。

这个确实是政府不对，不管建造铁路多么正确，你起码要先告诉屋主一声，并且要和别人商量，这是基本的人权。 澳洲政府怎么和中国政府学习了？

这个规划也刚刚通过，而且现在也还是个规划。能不能修成还另说呢，只要在开工前一个段时间内通知就可以，不用那么早把还没有确定的规划告诉居民吧。
