I don't know what exact meaning of waiting period.
For instance, If I buy one year health insurance for my parents. and the waiting period is 2 months. Does it mean that this insurance just cover 10 months?

Yes, you cannot claim anything in the first 2 months. Depending on what insurance co. you are with, your parents may be able to claim medical expenses in relation to accidents, even in the waiting period.
