If a person is a temporary resident...

Changes for interstate and overseas driver licence holders
From 1 March 2015, a Victorian driver licence or learner permit will take priority over any non Victorian driver licence or learner permit when driving in Victoria.
What is the change?
If a person gets or already holds a Victorian driver licence or learner permit, any driver licence or learner permit that they hold in another state, territory or an overseas country ceases to authorise them from driving in Victoria unless their Victorian driver licence or learner permit has expired or is cancelled (surrendered) at their request.
Visit Overseas and interstate driver licence and learner permit holders changes for the VicRoads news release.
Why is the change being introduced?
To prevent drivers from avoiding sanctions being applied to their Victorian driver licence or learner permit record by producing, when requested by a law enforcement officer, their non-Victorian driver licence or learner permit.
Is there a new offence?
Yes, it will be an offence when driving in Victoria, to produce a non Victorian driver licence or learner permit to a law enforcement officer when a Victorian driver licence or learner permit has been issued to you.
Is there a fine or demerit points associated with this offence?
Yes. The fine will be $296.
Who will this change affect?
People who hold a Victorian driver licence and/or learner permit who also hold an interstate driver licence/ learner permit or overseas driver licence on 1 March 2015.
How will this change affect people who hold an interstate driver licence/learner permit or overseas driver licence when they ALSO hold a Victorian driver licence/learner permit?
From 1 March 2015, the Victorian driver licence or learner permit will take priority. For example, when a person holds an overseas driver licence and a Victorian learner permit, the person is only authorised to drive using their Victorian learner permit.
The conditions and restriction applicable to Victorian learner permit holders will apply.
How will this change affect people who hold an interstate driver licence or learner permit or overseas driver licence ONLY?
If a person is a temporary resident of Victoria and has not obtained a Victorian driver licence or learner permit, they can continue to drive using their interstate driver licence or learner permit or overseas driver licence.
If the person is a temporary residents but has obtained a Victorian driver licence and/or learner permit, the Victorian driver licence and/or learner permit will take priority on 1 March 2015.
If the person is a resident of Victoria but they have not been in Victoria for at least:
3 months for interstate licence/learner permit holders or
6 months* for overseas licence holders
they can continue to drive using their interstate driver licence or learner permit or overseas driver licence.
When the 3 or 6 month period (whichever is applicable) has ended, the person is required to obtain a Victorian driver licence or learner permit to drive in Victoria.
*Note: 6 months is from the date you first entered Australia if the visa was issued before you entered Australia, or 6 months from the date when the permanent visa was issued to you if the visa was issued to you while in Australia. See Overseas drivers for more information.
If I hold an overseas driver licence, can I hand in my Victorian driver licence or learner permit and continue to drive using my overseas driver licence?
Yes. You can surrender your current Victorian driver licence or learner permit at any time. Note: If you are a resident of Victoria, you will need a Victorian driver licence or learner permit to drive. Visit surrender driver licence for more information.
From 1 March 2015, can a person drive using a non Victorian driver licence or learner permit if their Victorian driver licence and/or learner permit is suspended or cancelled as a result of an offence
No.
