  对科技与革新进行投入才是打造创新产业之道,这些产业能为新西兰人带来更高的生产力、更高收入,最终使新西兰国富民强。

  工党领袖大卫•谢尔在对新西兰科学家协会发表的一次演讲中表示,国家党作出的一系列决策使我国科技产业走上倒退之路。这些决策包括削减科研与发展的抵税额,裁减博士后奖学金,以及把时间和金钱浪费在科研领域的机构改制上。

  三分之二的OECD经合组织成员国都提供R&D研发基金。而我们新西兰却不再这么做了。如果说这是一场游戏,那么我们已经出局。

  太多的本国科学家是依赖奖学金继续他们的科研工作。2010年,政府把这些奖学金都砍掉了。这样做极大削弱了我国留住一流精英人才的能力。

  而政府最近关于搬迁办公室的主意并促进科研的办法。我们已经浪费了很多年把科研领域搅得底朝天,却没有任何人能让大家看到如何靠机构重组去促进科研。

  我相信科技的力量能改变我们的经济。我相信创意、知识与研究的力量能提升新西兰人的生活水平、造福国家。我还相信,解除对我国科研的束缚以打造智慧型经济需要的是强有力的领导。

  我国经济的可行性直接关系到我们是否能具备创新思维以及打造创新产业。这种类型的经济将促使新西兰产生更多的就业、更高的收入,从而留住我们的年轻人和精英人才。

  Investing in science and research is the way to create innovative industries that lead to higher productivity and higher earnings for New Zealanders and the country as a whole, says Labour Leader David Shearer.

  In a speech to the NZ Association of Scientists, David Shearer said that National has made decisions that have set science backwards. Those decisions include axing research and development tax credits, cutting post-doctoral fellowships and wasting time and money on science sector restructuring.

  “Two-thirds of OECD countries offer R&D incentives. We no longer do. We’re not even in the game.

  “Hundreds of leading Kiwi scientists depended on fellowships to carry out their research. In 2010, the Government axed them. That gutted our ability to keep our best and brightest here in New Zealand.

  “And the latest idea from the Government is about moving offices not moving forward. We’ve wasted years turning the science sector upside down yet no-one can show us how the reshuffle will help promote science.

  “I believe in the power of science to transform our economy. I believe in the power of ideas, knowledge and research to improve the lives and wellbeing of New Zealanders. And I believe it takes leadership to unleash our science and to create a clever economy.

  “Our economic viability is linked directly to our ability to produce new and innovative products and solutions. That type of economy will generate better jobs with higher incomes to keep our young and talented people in New Zealand.”
