You may be paid for up to 13 weeks starting from the first day you meet the eligibility requirements. You will not be paid for any days where you do not meet all the eligibility requirements.
If you are eligible for the whole 13 weeks, you may receive a maximum of $1,568.84 for your first child or a maximum of $523 for other children.

For children born or adopted on or after 1 July 2016, Parental Leave Pay entitlements paid under the Commonwealth Paid Parental Leave scheme will be reduced where a claimant is also entitled to employer provided Primary Carer Pay (paid maternity leave).
The Government will pay the difference between Primary Carer Pay and Parental Leave Pay where the Primary Carer Pay is less than the individual’s Parental Leave Pay entitlement.

In theory yes. However, you will need to prove that the mum is not/cannot be the primary carer.
If mum is unemployed, then what's the reason that Dad has to be the primary carer?
The only scenario I can think of is that mum cannot be in Australia and Dad must stay home to look after the baby.

If you satisfy the eligibility requirements for PPL and Dad leave, there's no reason they would try to recover these payments. You may still have to pay income tax on those payments though.
This is what Centrelink's website (https://www.humanservices.gov.au/customer/services/centrelink/dad-and-partner-pay) says:
If eligible, your family can receive Parental Leave Pay or the Newborn Upfront Payment and Newborn Supplement for the same child for whom you receive Dad and Partner Pay.
As an individual, you may be able to receive both Dad and Partner Pay and Parental Leave Pay, but not at the same time. You can receive a maximum of 18 weeks pay under the Paid Parental Leave scheme as an individual.
When I read 'not at the same time', I interpret it to mean, you can't receive PPL and Dad Leave concurrently. i.e. one has to be after the other. e.g. you receive 2 weeks of dad pay immediately after the birth of your baby. Then mum has to go back to work/unable to be primary carer, so if dad becomes the primary carer and can receive up to 18 weeks of pay.
