联盟党选战承诺：学费补贴

自由联盟党最近许诺如果当选给于中小学生学费上的税务回扣，这是我看到的在澳洲选举里对于中产阶级家庭最无耻露骨的竞选承诺。对于已经在付上万刀学费的选民们会十分欢迎这项举措。

但是这肯定不是一项对于孩子上公立学校的工作家庭的税务回扣。

South Australia是澳洲唯一的一个州公立学校收取强制性的学费的一个州，公立小学收197刀，公立中学收263刀。南澳的公立学校可以把账单给讨债公司，甚至可以把没有付钱的家长告上法庭。可以预料如果自由党的这项税务回扣执行以后，这样的案例会越来越多。

澳洲其他各州的公立学校要求家长自愿捐献给学校，来帮助学校支付一些特定的自愿参加的科目费用，比如visual arts 和marine biology。

这些费用最多也就是几百刀，然而对于不付钱的家长来说，公立学校不会拒绝他们的孩子就读，也不会因此而把他们的孩子赶出学校。


如果这些要付的学费被当作了只是为了要申报拿回扣时，那么这件事情可能就变成很糟糕了。

有些家庭肯定会被引诱使用这个回扣来把他们的孩子转向到低学费的天主教会学校和基督教学校去。

我们先做做加法。自由联盟党的这个许诺事实上最高的上限也就比目前工党政府已经给的最大教育税务回扣来说，小学生高了221刀，中学生高了331刀。

很不幸的是，作为一个国家的整体如果我们的公立教育体系进一步地被家长转向私校的现象所蚕食的时候，我们不得不都付出代价。

经济合作与发展组织（OECD）已经警告说，澳洲在提高最低学业表现的学生的标准上排名正在下滑，而在最高学业表现和最低学业表现的学生之间差距正在拉大，这对于澳洲未来的生产力是极其有害的。

同时我也看到自由联盟党的许诺里还包括了很多新的项目（详见下面的链接），这就意味着让更多的家庭能够享受这项税务回扣是非常不可信的。

在工党给予校服支出可以成为教育税务回扣中的一项并大做广告的时候，工党政府承认目前有很多有工作的家庭没有申报教育税务回扣的福利。然而我怀疑正在付私校学费的家庭就是那些没有申报教育税务回扣福利的人。

为了可以申报教育税务回扣 - 一定要记得你只能从你先付出去的钱里拿回一半 - 所以家庭得有能力首先付全额。也许更恰当地讲 - 你得知道如何来申报回扣。

显然自由联盟党对做这样的加法还不是很擅长。工党政府对于回应自由联盟党的教育税务回扣政策是这样说的：

即使基于保守的假设，Tony Abott提出的增加教育税务回扣金额将会大大高于他所预估的数额。

如果有多10%的家庭能够申报这个回扣，那么家长们平均可以收到，小学生125刀和中学生375刀，Abott先生的政策的真正支出应该比其预估的高近14亿。

Abott先生的预估的支出没有考虑可以申报的家长人数的增加，或者是家长们通过增加他们能够申报的项目来最大化的申报回扣的数字。

Abott先生需要解释他的计划里增加教育税务回扣的总额是否就可以帮助更多的家庭能够全额得到回扣，或者是否现行的申报者因此仍然可以申报相同比例的回扣。

去年，教育税务回扣帮助了170万个孩子的教育支出，但是实际有申报资格的人群数量有210万。

最新的数字是，大约有32%的家长申报了全额的教育税务回扣。

对此平均受益的数字是，小学生每年（全额390刀）得到240刀，中学生每年（全额779刀）得到492刀。


同时，私校的游说议员者很多年来一直争辩说，私校的学费应该可以税务抵扣。我已经可以看到下一阶段的游说了 - 500刀和1000刀对于每个孩子要付上万刀私校学费的家庭是不够的。

然后把课外补习也作为可税务回扣选项列到自由联盟党的回扣名单里。这可是一件大事，澳洲的补习市场从来没有规范过，这个市场应该有法可依。Australian Tutoring Authority的成员都是自愿性质的。我预测因此会带来铺天盖地的欺诈现象，除非教育税务回扣可以被严格限制在ATA认可的成员上。

这些东西，特别是学费，是短视和政治性的自我利益政策的一部分，有潜在的危险带领我们在孩子的学校生涯上走错误的道路。

1000刀回扣是针对印巴裔和华裔的吧，大概就能报个兴趣班和补习班的，肯定不够真正私校的。

这个补贴，到底有没有最低家庭收入的限制。我还是没完全搞明白。

两党的政策里可享受资格应该都有限制：即只有符合家庭税收福利A（Family Tax Benefit Part A）申请资格的家长才能享受教育费退税。

这其实就是教育资源如何分配的问题，自由党倾向私立，工党重视公立。

澳洲现在的教育系统沦为发达国家中的第3世界水平自由党的政策功不可抹。

Maralyn Parker基本上是对于自由联盟党的这个胡萝卜不屑一顾的，因为这个就是在骗骗人，不过工党也差不多，半斤八两。

这些数字很有趣：

澳洲现在的在校学生一共有340万人。
去年，170万个孩子的家长拿到了ETR。
实际有申报资格的孩子数量有210万。
最新的数字是，大约有50多万个（32%）家长申报了全额的教育税务回扣。

对此平均受益的数字是，小学生每年（全额390刀）得到240刀，中学生每年（全额779刀）得到492刀。

另外，根据SMH的报道，自由联盟党主管教育的发言人Christopher Pyne说，自由党上台后打算扩大NAPLAN考试，把目前NAPLAN针对Year3/5/7/9的考试扩大到从Year3-10每年每个年级都考一遍。

这番言论引来了工党政府和学校校长们的反对。

澳洲小学校长协会的主席Leonie Trimper评论说：
We are going to end up weighing the pig so much we won't have time to feed the pig.

我无所谓。因为我想：学校里一半以上的孩子是不需要为NAPLAN去做额外的题目的。因为太简单了。如果一定要投票，我反对，因为My School的登陆目前好像并没有给小学教育带来很多正面的影响。而且，我同意这句话：＂We are going to end up weighing the pig so much we won't have time to feed the pig.＂

Maralyn Parker在今天的Daily Telegraph继续撰文批评联盟党Tony Abbott在教育上政策。
她强烈地表达了Tony的自由党上台，对澳洲的公立教育系统是一个灾难，受影响最大的是新南威尔士州的公立学校。

这是一项装点门面的政策 - 澳洲全国范围里只有6000个孩子可以拿到这20000刀。但是对于任何私立学校来说，他们没有义务要兑现这张20000刀的教育卡。当然这是另外一个议题了。

So far there is nothing from Abbott for public schools in this election. Instead we have a growing list of things he will take away.

Say goodbye to computers, trades training centres and high speed broadband in public schools. But top of my list is students.

The Liberal Party’s main education policy - check it out on the website - is WE WILL PROTECT CHOICE.

This is a promise to help parents take children out of public schools and keep them out.

So the Liberals should tell us - what is so wrong with public schools that people need to be protected from them? We deserve an answer.

The increasing offers and policies to help families move away from public schools have become a very possible huge national futures problem.

Even if we jump in and assume there is something awfully wrong with Australian public schools - where is the plan to fix them?

It is  appalling that Tony Abbott, a prospective prime minister of Australia, has only one solution for the majority of Australian families using, as he sees it, problematic public schools - move your child out.

This shows a profound ignorance of what life is like and the choices available for most families in this nation.

The Coalition’s Education Tax Refund will include school fees. If parents pay $4000 in school fees they will get a $2000 rebate. This policy will tempt middle income public school families to try the nearest low fee private school.

And that is not the only enticement. Children with disabilities will be offered a $20,000 Education Card they can take with them to any school. There is no doubt some will take it to a private school.

It is a token policy though - only 6000 children Australia-wide will get it and there is no obligation for any private school to actually enrol the children who turn up with cards. That is another issue.

I guess the depth of thinking about this is reflected on what we find on the Liberal Party’s education policies webpage under the heading Liberal Ideas for Education.

There is a photo of Christopher Pyne - the next education minister if Abbott wins - with the slogan Raise Standards in Education, followed by “The Coalition will work with the states to give principals the right to pay the best teachers more’’. That’s it. That’s the idea. See it here

I visited a very disadvantaged public school in Sydney’s west on Monday where Labor’s Building The Education Revolution had given the school its only upgrade in fifty years and a new technologically advanced library.

The school also received $90,000 in Labor’s National Partnership money for literacy and numeracy that is helping buy time, resources and support for a whole school numeracy program.

It has been promised another half a million in low SES funding by Gillard in 2010. There is an amazing buzz of quality teaching, leadership and renewal about this school.

Under an Abbott government - forget the extra $500,000 - it will become just one of the thousands of Australian schools the prime minister thinks families should leave as soon as they can.

I agree with most of what you say, though I am not as hostile to private schools as you appear to be.  The election of the Liberals would be bad news for education, just as the election of the Liberals in Victoria in 1992 was a disaster for education, a disaster so great that 11 years of considerable effort later, the Labor government elected to fix the damage has not finished doing so.
However, if Tony Abbott does become PM, I’ll be blaming the Labor Party.

是的，我写文章是拿薪水的一直是这样的。我不想为我支持公立学校的立场而道歉，也不想为你看到的在我争论中的任何失望道歉。
在澳洲的教育体系里我们已经有了“麻风病患者聚居地”了 - 它们的名字叫做公立学校。
“公立”这个词十年前成为了一个肮脏的词。公立和私立的分割就此那个时候开始了。我拜访过很多公立学校和私立学校。你无法发现一个弱势落后（disadvantaged）的天主教会学校或者私立学校看上去像新南威尔士州的公立学校一样很破败的的样子，或者它们像公立学校一样迫切地需要基建的更新，而这些公立学校正在服务于我们最落后和弱势的社区和地区。

For Tony Abbott school chaplains are more important than school computers. If elected the Coalition intends to spend $220 million to put chaplains in Australian schools but only $120 million on computers and technology.


Launched on the weekend The Coalition’s plan for real action on Quality Education revealed the Coalition’s priorities.

The current two billion dollar national computer and technology rollout will be replaced by a miserly $120 million School Technology Fund where schools will have to compete for funds.

Only about one quarter of Australian schools could be funded for a maximum technology grant of $50,000 - so your school is more likely to get a chaplain than computers under a Coalition government.

The Coalition’s education plan, all fourteen pages of it, amounts to about a billion dollar cut to school funding across Australia.

National partnerships agreements with the states to fund quality teaching, literacy and numeracy and low socio-economic status schools - mainly public schools - will be dumped.

Which adds a certain irony to the “real action for quality education’’ nomenclature. I guess we are not supposed to notice where the real action would be.

The teacher quality programs under threat include those created to attract high quality people into teaching and getting more qualified maths and science teachers into schools.

Chaplains are more important it seems.

The largest single amount for education the Coalition is committing to is one billion dollars for a regional education fund. The trouble is it will raid the existing Education Investment Fund to pay for it, it will cover everything from schools to universities but details are scarce, and it will create an extra level of bureaucracy in the education department.

Public schools can also expect to see new private schools popping up around them again as the school establishment grants of $500 per student are reintroduced. This is part of the Liberal’s PROTECT CHOICE push.

There is nothing in the Coalition’s plan about how it will fix public schools for the families who might choose public schooling.

Probably more disturbing than any of the above is would-be education minister Christopher Pyne signalling in a speech to a Christian Schools forum recently that he would interfere in the writing of the national curriculum - currently being developed by world-class education experts in wide consultation with Australian teachers.

He said he was concerned about the three cross-curriculum perspectives - indigenous, sustainable patterns of living and knowledge, and the understanding of Asia and Australia’s engagement with Asia.

He said he would like to see perspectives on the importance of liberal democratic institutions and the heritage and impact of Judeo-Christian Western tradition.

No doubt some will believe the Coalition’s vision for Australian schools is divinely inspired.

But if God is around on Saturday I am hoping she will try a little divine intervention on behalf of Australia’s schools - and help get Gillard over the line.
