澳洲教师工会最近要求澳洲最富有的私立学校应该公布来自于信托基金和私人捐助的收入,同时也应该把他们拥有的资产和资金公布到My School网站上。
澳洲教师工会的主席Angelo Gavrielatos说,他要求My School网站公布公立学校和私立学校所有最近和未来的收入向公众公开,包括私人的捐助、财产和金融投资。
他说,无论私校系统反对公布这样的信息,公众应该对学校全部资源的情况有更充分的了解。
ACARA正在进行把学校的财务数据增加到My School网站的工作,ACARA机构也正在调查是否增加其他资金的使用情况,包括衡量学校对孩子们学习促进的附加值。
一个第三方的审计公司Deloitte正在和州立司法机构一起工作让学校的财务数据公开,他们正在检查政府的拨款,学费和其他的收入来源。
Mr Gavrielatos是My School网站联合工作组的成员,这个工作组是由当时的教育部长现在的澳洲总理Julia Gillard成立的。这位同时也是工会领袖的Mr Gavrielatos说:“公众要知道学校的所有资源情况,包括收入、资金和资产,这是一个关键点。”

新南威尔士州的私立学校协会的总执行长Geoff Newcombe博士说,工会要求在My School上公开这些数据是无法接受的。
他说:“Julia Gillard总理的对My Scool的想法是要展现对于学校的可营运收入,而不是私校很多年来由家长和其他私人捐助建立起来的资产。无论对于公布这些数据的最终决定是什么,所有公布的对公立学校和私立学校的信息一定要相同和可以直接相比较的,这才是最有必要的做法。
代表了公立教育系统澳洲教师工会说,目前联邦政府的教育拨款体系非常的糟糕,大概有50%的私校得到了超过他们应得的拨款。
工会今天发起了一个全国性广告运动要求联邦政府加大对公立教育的投入。
作为对于工会今年初发起的反对NAPLAN考试的罢工运动的妥协,Julia Gillard总理设立了My School网站的联合工作组。
在2008年,Gillard告诉国会说:“只有通过了解了在每个单独学校对联邦政府教育拨款的使用情况,才有可能理解教育投入和产出之间的关系。”

Push for private schools to reveal all income

THE wealthiest private schools in Australia should disclose income generated from trusts and donations as well as what assets and capital they have on an updated My School website, a leading union has demanded.
Angelo Gavrielatos, the Australian Education Union president, said he wanted the website to publish all current and potential income available to both public and private schools, including private donations and property and financial investments.
He said the total resources at a school's disposal should be known to the wider public, despite a push against publishing this information by the private education sector.
The Australian Curriculum Assessment and Reporting Authority is investigating the addition of the financial data to the updated My School website and a range of other proposals, including the measurement of a school's ability to add value to a child's learning.
The independent auditing company Deloitte is working with state jurisdictions to make the financial data available, examining government funding, school fees, charges and other sources of revenue.
''This is a key issue, that the public knows the total resources available to a school, including income, capital and assets,'' said Mr Gavrielatos, a member of the My School website working party, established by the then education minister, and now Prime Minister, Julia Gillard.
''I am very worried that without this information a distorted picture emerges about the money available to each school.''
Private schools are worried that disclosing this information would provide fresh ammunition against so-called elite institutions during the federal election and a separate, ongoing review of education funding.
The businessman David Gonski is reviewing the private and public funding contributions to education across Australia's three school sectors: government, independent, and Catholic. Changes recommended and adopted by government would not take effect until the next funding period, which begins in 2013.
Dr Geoff Newcombe, the Association of Independent Schools of NSW executive director, said the union's call for this data to be published on My School was unacceptable.
''The Prime Minister's intention was for My School to display the operational income available to schools, not the assets built up over many years through parent and other private contributions,'' Mr Newcombe said. ''Whatever the final decision is regarding the publication of data, it is imperative that the information published for government and non-government schools be identical and directly comparable."
The Australian Education Union, which represents public educators, says the government funding system is so ''corrupted that 50 per cent of private schools get more than they are entitled to''.
The union is launching a nationwide advertising campaign today which will call for greater investment in public education.
Ms Gillard set up the My School website working party as a concession to the union to stave off strike action by teachers against Naplan testing earlier this year.
In 2008, Ms Gillard told Parliament that ''only by understanding the total amount of funds at the disposal of individual schools is it possible to understand the relationship between resourcing and educational outcomes''.

私校是PRIVATE ENTITY吧,公布教育部拨款什么的是有理由的,别的应该是私事。

作为“公众”之一,我也想知道,私校到底多有钱,而在现有的这个资产状况下,他们又拿了公众多少钱。
就像我很想8一8别人到底买了多少投资房,有多少名牌包和工资收入有多少。
但这个要求是否侵犯到他人的隐私?

工会这样做也是有原因的,因为人们对私校到底多有钱基本没概念,所以对联邦政府的教育拨款对于公立和私立的分配情况也就没啥感觉了。

而澳洲媒体The Age的专栏记者Kenneth Davidson今年写的一篇抨击陆克文政府在教育改革上的文章里也提到了拨款制度分配的不公平性:
联邦教育部长在她的第一份声明中宣布,她的政府会在未来的四年里延续前任霍华德政府的基于社会经济状态(SES - Socio-Economic-Status)的教育拨款模式,而这个模式早在2008年就过期了。根据教育部前任资深官员Jim McMorrow的说法,这个决定的结果,就是给了非公立学校过多的额外的钱,这些额外的钱相当于资助了一个有500个学生的非公立学校再养5个教师,同样来资助同样规模的公立学校的话只能增加3个老师。

我感觉Julie Gillard就是想最终拿掉私校的拨款, 现在慢慢打着基础呢. 一下子动她不敢, 历史上工党想动过, 结果发现很不好动, 所以现在学聪明了, 先酝酿着条件.

他是Catholic school,算在private school里面,但说实在话我觉得应该跟一般性质的私校分开算,叫church school 才对

私校得到政府拨款是因为,不办私校, 那私校的学生会回到政府公校系统,无论如何这部分学生也会得到政府拨款。

所以给他们一定比例的拨款是公平的,但学生家长缴纳的学费也应该考虑进去,涨幅不能学校单方面说了算。

教师工会最好先管好自己的事.他们应该多想想怎样让有更多师德高尚的教师出现在公立学校; 有本事让政府多给点钱,或多拉点捐助让孩子们受益. 不必盯着别人的口袋,查人家的帐. 要想想他们自己浪费了多少纳税人的钱?

Why do ‘wealthy’ schools receive government funding?
All Australian children are entitled to the best possible education and should be entitled to at least a basic grant from governments to meet the cost of their school education. It is reasonable that as taxpayers, parents of students attending independent schools should receive some government assistance in meeting the cost of their child’s school education. Further savings to governments from children attending independent schools are in the order of $3.1 billion per annum.
Schools serving well off communities receive substantially less government funding than those serving less well off communities. Under the new Commonwealth funding scheme, schools serving the most well off communities receive an amount per student equivalent to 13.7 percent of the average recurrent cost of educating a child in a government school. Once State or Territory funding is taken into account this increases to between 20 and 25 percent of the average cost of educating a child in a government school in the relevant State.

绝对同意,私校的孩子们家长负担高昂的学费,不正是在给社会做贡献吗?如果没有私校,私校的学生都回到公校去,会导致,第一,公校人满为患;第二,小区房的价格直线上升。我对孩子的学费和孩子学校的财务是否公开就不感兴趣,但是我对孩子的学费是不是物有所值,学校是不是能够好好的教育学生,很感兴趣。我的孩子明年上pre-prep,估计他上学之后,我可能会更有发言权。

不同意。
私校其实是在为公校系统做的贡献,理应得到国家的教育拨款,但是分配比例一直是争论的焦点。
公立的精英中学实在是不应该取消,我个人觉得应该要扩大规模,在保持现有的全制精英中学的基础上,多设立partial selective high,让更多普通公校的extension class/selective class能够得到教育部的特别支持。
