The Australian Education Union ban on the NAPLAN tests has been lifted.

An agreement has been reached between the union and the federal government to set up a working party on the My School website and the concerns of the union.

In NSW plans were going ahead to collect the test papers from 237 schools that were planning to not run the tests next week. The DET was organising to have the children at these schools sit the tests in the following week.

Parents on the Central Coast were mobilising to get have their children tested. Local P&Cs were sending in requests to the DET asking where they could take their children to be tested if their local schools banned the tests.

NSW DET director general Michael Coutts-Trotter said 9 out 10 NSW public schools were preparing to administer the tests next week.

The lifting of the ban will not be the end of the issue. Gillard has said clearly no information will be removed from the My School website.

The working party still has to - well - actually work together. And we are yet to see the brief they are working from.

I predict now there will be considerable concern over the fact that public school children in some schools have not done any preparation for the tests that will now go ahead anyway.

This has been the most divisive issue in public schools that I have seen for over a decade. Teachers were arguing in school and on social media sites and much ill feeling has been generated - including between school staff and senior departmental officers, school education directors in particular

I have received many emails and calls from teachers saying they felt intimidated by fellow teachers and by some principals to follow the union directive.

Below are the press releases from Julia Gillard’s office and the AEU

MEDIA RELEASE

6 May 2010

NAPLAN tests to go ahead

Minister for Education Julia Gillard today welcomed the decision by the Australian Education Union to drop their plans to ban the NAPLAN tests.

The tests will proceed next week as planned and now without any threat of disruption.

Ms Gillard said the AEU’s decision was a sensible one.

The Rudd Government is committed to transparency and as a result has worked with Education Ministers around the country to create the My School website.

The My School website will be updated with this year’s test results.

In addition, the Rudd Government will ask the Australian Curriculum, Reporting and Assessment Authority (ACARA) to set up a working group including literacy and numeracy specialists, principal organisations and representatives of the Independent Education Union and the AEU to provide further professional advice on the use of student performance data.

This information will assist ACARA to develop additional improvements to the My School website which will include the 2010 NAPLAN test information.

No information will be removed from the My School website.

The Rudd Government has consistently stated its intention to add to the My School website by including value added data such as the improvement in student performance over time, the resources available to schools and other measures of school effectiveness.

Ms Gillard said that the NAPLAN data is an important tool for teachers and parents. It also assists the Government to deliver important new funding to schools to assist with literacy and numeracy, improving teacher performance and new programs for our most disadvantaged schools.

AEU Lifts Moratorium on NAPLAN Tests

The Federal Executive of the Australian Education Union today resolved to lift the moratorium on the administration of the NAPLAN tests.

AEU Federal President Angelo Gavrielatos said the decision followed an offer by the Education Minister Julia Gillard to form a working party of educational experts, including representatives of the AEU, to provide advice on the use of student performance data and other indicators of school effectiveness.

That advice and the further development of the My School website by ACARA will be in line with the commitments of the Federal Government which include “an opposition to the misuse of student performance data including simplistic league tables”.

“The working party will provide a way to advance and address the profession’s educational concerns relating to the misuse of student test data including school league tables,” Mr Gavrielatos said.

“It will also provide an opportunity for teachers and principals to engage in a genuine dialogue with the government on a sound approach to school accountability and improving results.

“Our focus has always been on trying to ensure that data is not misused in ways that are damaging to students and schools.

“Across the country public school teachers have shown their willingness to take action to protect their students and that is something that should be applauded. In many cases it has been totally misrepresented as an opposition to accountability and transparency which is regrettable.”

National teachers' union calls off test ban
Anna Patty
May 6, 2010 - 12:57PM

The Australian Education Union has called off its ban of national literacy and numeracy tests in public schools.

The NSW Teachers Federation will today vote to hold the tests in schools next Tuesday, following the decision by the Australian Education Union to lift its ban on the tests.

The federation's NSW president Bob Lipscombe said his members would vote on the issue about 5pm today and an announcement would be made soon afterwards.

A media conference has been called for 1.30pm today.

It is understood that teacher demands for further negotiations with federal Education Minister Julia Gillard have satisfied the Australian Education Union.

Teachers are worried that the results of NAPLAN tests, due to take place in public schools between May 11 and May 13, would be used to form simplistic league tables.

After months of firstly refusing to meet the Australian Education Union, action overwhelmingly supported by teachers across Australia - and particularly in NSW - resulted in Ms Gillard requesting a meeting with the union's federal executive last week and now a proposal from the minister.

In the proposal, Ms Gillard has committed the Rudd government to "an opposition to the misuse of student performance data including simplistic league tables".

Ms Gillard also offered to form a working party of educational experts - including union representatives - to provide advice on the use of student test results and other indicators of school performance.

The working party would provide a way to advance and address the profession's educational concerns relating to the misuse of student test data, including school league tables.

The union's federal president Angelo Gavrielatos said in a statement: "Our focus has always been on trying to ensure that data is not misused in ways that are damaging to students and schools."

Ms Gillard's statement, describing the decision as "sensible", was issued 30 minutes before the union's.

"The tests will proceed next week as planned and now without any threat of disruption," she said.

"The Rudd government is committed to transparency and as a result has worked with education ministers around the country to create the My School website," Ms Gillard said.

"The My School website will be updated with this year's test results.

"In addition, the Rudd government will ask the Australian Curriculum, Reporting and Assessment Authority to set up a working group including literacy and numeracy specialists, principal organisations and representatives of the Independent Education Union and the AEU to provide further professional advice on the use of student performance data."

She said no information would be removed from the My School website.

NAPLAN照考,但是本校老师不会参与这项工作;
从国外的经验看,external的考试对整体教育来说不是一件好事,均以失败告终;
因考试而产生的排名会misleading and damaging to school and communities;student, staff and community self esteem and reputation can suffer great damage through reliance on this simplistic measure;
有了考试,使其教学范围大大缩小,有种为考试而教,为考试而学的感觉,不利于学生的全面发展;

Language Conventions: year 2008, 48/50, 错两题
Numeracy: year 2008 全对
            year 2009 31/35, 错4题
Reading: year2008 34/38 错4题
          year 2009 34/35 错一题

Language Conventions

Numeracy

Reading
