澳洲政府对私校的教育拨款在未来五年里不变

私立学校担心因为自己的私校学费和家长捐款而影响政府的财政拨款。

私立学校因为自己筹资(学生学费+家长捐款)担心在政府年度教育拨款审核的时候,被联邦政府在拨款项目上受到惩罚。

联邦教育部长Julia Gillard已经很清楚地表态过,她将使用学校财政收入的所有相关信息,包括学费/家长捐助/My School网站上的公开数据,来指导如何分配政府对学校的教育拨款。

现行的学校拨款制度是四年里给私校266亿澳币,这个四年的协议将在明年到期。所以明年将重新审核这个现行的协议,并在2013年引入新的私校和公校的教育拨款分配协议。

在悉尼Parramatta的男子私校The King's School的Headmaster Mr.Tim Hawkes说,副总理Julia Gillard已经留下了将来减少对于私立系统的财政拨款的可能性,因为Julia Gillard这个星期说,在现在阶段不会有任何一所学校会在教育拨款上面少一分钱。

Hawkes博士说,Julia Gillard的话暗示了有一些学校已经被冻结了其政府的教育拨款。如果这真的发生,那么可以预见教育支出指数将每年上升6%,而来自于政府教育拨款也会成较大的百分比下降。

如果政府打算减少资助那些有自己募款渠道学校的款项,那么这将是最大的不幸,因为会产生这个国家几乎不能负担的福利心态。如果(私校)这样的做法会导致政府教育资助的减少,那么学校将不再热心于自己去筹集教学资金了。

NSW私校协会的执行总监Geoff Newcombe说,无论是来自于公立系统还是非公立系统(私校+天主教会)家长们,都应该被鼓励对于教育捐款,家长们不应该由此而被惩罚。

Jim McMorrow是前任资深教育部官员,他说他支持联邦政府引入的学校财政拨款计划应该以学生的需要和实际状况为基础。

PRIVATE schools fear the government will punish them for raising their own funds and donations when it reviews Commonwealth funding for all schools.

The federal Minister for Education, Julia Gillard, has made it clear that she will use information on all sources of school revenue, including fees and donations, to be posted on the My School website, to inform future decisions on how government funding is distributed to schools.

The existing system of schools funding will deliver $26.6 billion to private schools under the current four-year agreement, which ends next year. A reviewed system of funding for public and private schools would be introduced in 2013.

Tim Hawkes, the headmaster of The King's School in Parramatta, said the Deputy Prime Minister had left open the possibility of reducing funding over time in real terms when she said this week that ''no school will lose a dollar of funding in the sense that their school budget per student will not reduce in dollar terms''.

''It seemed to leave open the possibility of some schools having their funding frozen,'' Dr Hawkes said. ''If this happens, given educational inflation is going up by about 6 per cent per annum in real terms, the monies available for schools from the government may decline in percentage terms.

''If the government is going to reduce funding to schools that engage in … initiatives to raise monies, then this would be most unfortunate because it would create a welfare mentality this country can ill afford. Schools will no longer be motivated to raise monies if it is only going to lead to a decline in government funding.''

Geoff Newcombe, executive director of the NSW Association of Independent Schools, said parents, ''whether they are from [the] government or non-government sector, should be encouraged to contribute after-tax dollars to education … Parents shouldn't be penalised for that,'' he said.

A former senior education bureaucrat, Jim McMorrow, said he supported the federal government's introduction of a school funding scheme based on the ''needs and circumstances'' of students.

报道说,虽然被质疑太多和不公平,但私校将会继续得到政府的财政支持。

在政府的教育拨款计算模式下,私校拿到了过多的钱(overfunded),但是私校可能会在五年之内继续现在这样的好日子,直到预计的教育拨款计划的改革开始。

联邦教育部长Julia Gillard上周说,政府现在对于教育拨款的审核不会改变现行的对学校的财政资助制度。她说,现在不会有任何一所学校会从政府基于学生人数的预算里少拿一分钱。

教育拨款的评估表明,有些私校,比如,在悉尼St Ives的著名私校Masada College假设政府对其的拨款从明年开始仍然不变的话,2018年之前这个学校每年得到的拨款将会大大高于联邦政府的拨款计算模式的预算。

NSW绿党用政府的数字计算表明,Masada College明年将会从政府教育拨款里拿到$925,850。

然而,使用基于人口普查中的家庭社会经济状况的计算公式,这个学校应该只能拿到$579,176。

前任霍华德政府的政策是,即使私校的社会经济状况(教育拨款的分配基于这个因素来计算)大幅提高,私校也不会被减少政府的财政拨款。比如,在悉尼北区的私校Wenona School,明年将会得到180万的拨款,但是在社会经济状况的公式里,这个学校明年拿到的数字应该是140万。

NSW绿党的MP John Kaye说,锁定2012年的拨款数字作为将来四年(2013-2016)的最低标准的话,陆克文政府就延长了霍华德政府的教育拨款欺骗伎俩,会额外花掉27亿刀。

联邦政府教育部的一份内部审核文件里,政府已经确认霍华德政府的既定政策不变,即使私校不符合原本拨款预算的要求,在未来四年里周期里多余的27亿刀仍然会给付私校。

联邦政府决定这样做是因为担心拨款改革将引起私校系统的强烈反应。

绿党的Kaye抨击政府说,教育部长对私校实在是非常慷慨。

PRIVATE schools that are ''overfunded'' under the government's funding model could take up to five years to return to correct levels under expected changes to the funding system.

The federal Education Minister, Julia Gillard, said last week that her review of federal funding for schools would at least freeze present levels of funding for schools. She said ''no school will lose a dollar of funding in the sense that their school budget per student will not reduce in dollar terms''.

Estimates show that schools such as Masada College in St Ives would receive its strict share of funding under the federal government formula by 2018 if its funding was frozen from next year.

Calculations by the NSW Greens using federal government figures show that Masada will receive $925,850 next year in Commonwealth funding.

However, under the funding formula that measures the socio-economic status of families based on census data, the school should receive $579,176.

The Howard government made a policy decision ensuring that no private school would lose money even if their socio-economic status improved over time as measured by the private school funding formula. Wenona School, for example, will receive $1.8 million in Commonwealth funding next year, but under the SES formula, it should receive an estimated $1.4 million.

A Greens NSW MP, John Kaye, said that by locking in year 2012 subsidies as a minimum level of funding for another four years, the Rudd government had prolonged a Howard government $2.7 billion funding ''rort''.

An internal review by the federal Department of Education confirmed that the Howard government's arrangements to maintain historic levels of funding for schools, even if they qualified for less under the formula, would amount to $2.7 billion in overpayments over the current four-year funding cycle.

The federal government decided to maintain those arrangements fearing a backlash from the private school lobby.

Dr Kaye said that under a guarantee to fund all non-government schools at existing levels of funding from 2013 to 2016, based on the 2012 dollar value, schools would take up to five years to return to their correct funding levels.

''Instead of solving the $2.7 billion problem … the federal Education Minister has given many very wealthy private schools a holiday from being exposed to even the very generous SES funding regime or whatever replaces it,'' Dr Kaye said.
