Several years ago, sector ETF rotation has been proposed by Dr. Shiller, who is a professor from Yale University that received the Nobel economic prize for the publication of Shiller PE ratio. Dr. Shiller established a ETF called Shiller Barclays CAPE US Core Sector Index , which does money average investment. Such ETF chooses sectors with the lowest PE value and invests on them monthly. However, there are some unneglectable drawbacks:
1. Comparing with other etfs such as SPY500 & QQQ, the management fee is very high.(0.45%)
2. The CAP value of the Shiller CAPE ETF is not very high, which results in low liquidity.
