Here is the link on the numbers of you must complete the CPA program. It is generally 6 years from the join date. The important time is "when did you attend join CPA as an ASA"?

For the PER, it is a 3 year period.
You can get your PER first (3 years) before finishing all the exams.
or you can finish all the exams in less than 3 years before finishing the PER
