关于Partner visa的sponsor，移民局网站上有几句相当模糊的话，我一直没有弄清楚，不知道您了解吗。
Contributory parent visa holders
There might be limits on your sponsorship if:
•you were granted a permanent Contributory Parent visa on or after 1 July 2009
•you were in a partner relationship on or before the Contributory Parent visa grant date
and
•your partner did not apply for the Contributory Parent visa at the same time as you, or they withdrew that application (before it was finalised).
The sponsorship could still be approved if:
•5 years have passed since your Contributory Parent visa grant date
•your partner did not apply at the same time as you due to compelling reasons, (other than financial reasons)
•your partner applied at the same time as you but withdrew their application for compelling reasons (other than financial reasons).
不知道"The sponsorship could still be approved if:"后面的三个条件是or还是and，不过至少后两个条件肯定是or。

我是这么理解的，前面是 AND 哈。
等5年，一方是可以担保另一方配偶的。不过，这个政策可能要变，所以5年之后的事情其实也不好说，最差的打算就是另一方也143。 看样子是可以有特殊不用等五年的，不过我不了解怎么证明，出示什么样的证明，毕竟他们是用MAY的，所以弹性很大。

看我最后列出的handbook,似乎只能是or？此外政策即使变也不影响变以前提交申请的人吧，就像143年年涨，但最终付的肯定是提交申请那一年的价吧。不然政府岂不变成违背承诺欺诈了。

我觉得不是呀。143以你递交的时候为准，那个时候是什么价格，后几笔款也不会涨了。而你现在讨论的是，配偶签证的部分条例项变了，但因为你没有赶在变之前提交配偶签呀。

很有道理，谢谢！我觉得应该是这样的，
1. 按现在的规定5年还是行的。
2. 就像你说的以后可能会再改规定，但是我觉得改以前已经拿到PR的肯定不受影响，仍可担保另一方。这个从以前的改变中就可以看出，2009年7月之前已拿到签证的还是沿袭老规定。
但是改以前已经递交143申请PR还没有下来的就可能会受影响了。
所以我觉得要想走一方先办一方过5年的同学，最好就是赶快先给一方办了。只要PR在政策没变前下来就行了。万一申请途中配偶移民的政策又变了，最多把另一方也加在付费申请中，应该是没有损失的。

可以只申请一个人，但是必须写原因。 如果你的原因是因为经济方面的，那办 partner migration 的时候就肯定要等5年了。如果原因是签证官“满意”的合理原因，就不一定要等5年，但是他们怎么样才满意就不得而知了。
