准备给妈妈办143 和600，想让她五月底来澳洲，也就是说在境外的时间从现在算不到2个月，想在2个月时间里搞定这两个签证。请问最稳妥的办法是怎样的，600是第一次签，想签一年，估计还要查体。
另外，143要求在境外递交申请，那是不是扣费时在境外即可，不需要等收到确认信？

可以的，理论上来说CO在下签前会检查父母是否在澳洲境内，如果是，那么会写信通知他们离境。等他们离境后，你通知CO，CO会check后马上下签并作废旧签证。然后就可以再用新签证飞回来了。

8503指的是不可以申请延期离境，143不是用来延期离境的，而是你必须离境。信不信还是看楼主自己。

虽然字面上是可以in 或者 out，但是这是有上下文的，in 是有条件的，至少600要没有8503：
booklet 3 page 14 末段：
† If an applicant is in Australia, an applicant may validly apply to the PVC or an office of the department only
if they do not have a ‘No Further Stay’ condition (eg. 8503) attached to the visa that they hold at time of
application. Parents who have had a previous visa application refused or cancelled while they are in Australia
may also be prevented from applying in Australia.
LZ先申请哪个都没有关系。唯一要注意的是，如果先申请600并有8503，在移民局收到143申请前(也就是lodgement的时候)妈妈必须在澳洲境外。

个人觉得别纠结先申请哪个了，同时抓紧申请。
一定要5月来现在申请600已经很急了，600不能拖。
5月来的话143申请也基本要在此前搞定（因为600有8503可能性很大）。
所以肯定两个都要抓紧。两个都是越早越好，没什么好纠结的吧？材料尽快准备，搞定哪个就递哪个，又没有顺序的规定，也没有不能同时办的规定。
你要等600好了143，600万一拖怎么办？反之也一样。

因为143需要排队至少12-18个月.提前安排再做其他的比较合算.特别是政策的东西随时都可能变.抢上车再说.
