Reasons for Decision
Under migration law, an application is made for a class of visa and your application must be considered against the criteria for all subclasses within that visa class.
Your application has been considered against the criteria for the following subclasses within TOURIST visa class.
676 - TOURIST - SHORT STAY
676 - TOURIST VISA
You did not satisfy Subclause 676.221(2)(a) of the Migration Regulations 1994, which reads that:
"The applicant satisfies the Minister that the applicant’s expressed intention to only visit Australia is genuine."
Based on your application, I do not consider your employment circumstances to be strong evidence that you are a genuine visitor with a commitment to abide by the conditions of your visa and for you to depart Australia within visa validity.
Before a visa can be issued, applicants must demonstrate strong financial, employment and/ or personal ties which would incentivise them to abide by the conditions of that visa, and depart Australia at the end of their authorised temporary stay. I am not satisfied that you have provided sufficient evidence to demonstrate such ties.
Decision
As you do not meet one or more clauses in Schedule 2 of the Regulations, I find that you do not meet the criteria for the grant of a TOURIST (Class TR) TOURIST VISA (Subclass 676) visa.
Therefore, I refuse your application for a TOURIST (Class TR) TOURIST VISA (Subclass 676) visa lodged at Guangzhou.

签证给不给取决于很多因素，比如，你弟弟的职业，年龄，婚姻状况等等。我前两年给弟弟办了679，他是医生，单位给了证明，最后还是让交了1万2的押金。

字面意思看，是雇用状况使移民官相信他正真来澳目的不是visitor。实际意思是怀疑可能留下来打黑工？

he is 43, married ,two kids, has property, he works in a Private Logistic company for 8 month in Shenzhen 3000Yuan a month. I did not mention that the company supply free accomandation and meals. and before he he lives in country.
is 679 possible for him?
I ask him to come with my mum and look after her on the trip.
My mum has got her Visa on 11/03/2013 from Shanghai.
My brother's application posted to Guangzhou.

我觉得你弟弟/哥哥的情况不是很理想，工作才8个月，时间太短，工资也不高。如果只是陪你妈妈照顾路上，那就没有必要，买个直达的机票，机场办理无人陪伴的，肯定没有问题。如果实在想让他来玩的话，也可以去旅行社咨询一下。如果实在要试679，建议你把所有材料准备齐全，包括他的房产，存款，孩子出生证明（所有可以证明他有回去想法的资料）还有你的存款等等。祝好运！

My mum lives in a small village. have to catch bus to capital city then transfer at least once. She nenver travel by herself and my father passed away 4 years ago.
He used to be a builder for many years but feel tired to deal with developer and then found a stable job.

不是什么case都可以DIY的。

我先发了邮件告诉他们我去旅游很真实，怀疑请提供证据。然后他们回复我可以再申请，但费用自付，而且不保证等等一堆啰嗦话。10几年前是不大容易。现在按说很容易批呀？

如果是为了陪你妈妈路上，真的没有必要。我婆婆去年来的澳洲。她以前来过，但是一样担心路上（也是住在乡下）。我给她买的是广州出发，南航直达墨尔本的。在机场申请了无人陪同的服务，非常方便。下了飞机有人帮忙过关，而且不用排队，根本不用担心。所以最简单的办法就是买南航的直达飞机，让你哥哥/弟弟送她到机场，然后申请无人陪同的服务。
