我在澳洲移民局网上查了一下，发现如果是普通付费父母移民（143/173），需要申请人申请时在澳洲境外。年老类付费父母移民（864/884），需要申请人申请时在澳洲境内。现在我想为我母亲办理付费移民，她已经62岁了，我想问两个问题。
一，如果她现在年龄已达到申请年老类付费移民的年纪，是否只能申请年老类付费移民，不能再申请143/173普通付费移民？
二，她现在人在澳洲境外，如只能申请年老类付费移民，是否必须等她下次入境才可以申请呢？
