143 is a permanent resident visa. Permanent Resident visa holders are entitled to Medicare.

People who reside in Australia - excluding Norfolk Island - are eligible if they:
hold Australian citizenship
have been issued with a permanent visa
hold New Zealand citizenship
have applied for a permanent visa (excludes an application for a parent visa)—other requirements apply. Contact Medicare for further information.

如果你申请了PR，在PR还没有批下来之前（持过桥签证），也可以申请Medicare。除非你申请的是父母移民，在批下来之前不能申请Medicare。
如果143批下来了就属于“have been issued with a permanent visa”了
