My understanding is as long as a PR has stayed in Aus for 2 yrs of the last 5 yrs, he/she is eligible.
But not sure about what the other two requirements for.

3. Member of a family unit You are the immediate family member of a Resident Return Visa holder.

make sense, that means if my mom is PR and she doesn't spend 2 yrs in the last 5 yrs in Aus, she will still be able to apply for Five Year Resident Return Visa if I'm a citizen or RRV holder. right?
