工党财经事务发言人大卫帕克指出：通过超额征收ACC费用，国家党政府在两年之内就拿走了超出实际需要的7亿纽元巨款。这与偷盗税收没什么不同。早就有建议向们提出要减征ACC费用，然而这个政府仍一意孤行对新西兰人超额征税。
如此大的一笔钱足够政府为学校提供食物长达350年。这可以说明新西兰老百姓被剥削得有多严重。
比尔•英格里希表示过应当只征收最低的ACC费用。可是一般收入的新西兰人每年却还在被超额征税100纽元。这是艰难时期，人们为生活的基本所需挣扎，以至于我们得为学校拨款提供食物，这当口还超出实际需要而征税简直与犯罪无异。
国家党政府把ACC当作一个政治糖罐，向老百姓超额征税来赚得个盆满缽满，为的是大选年自己有糖可以派发、笼络人心以获得政治好处。
这绝非明智审慎的财经管理方式，这种作法就是为了赢得大选而直接伸手去掏新西兰老百姓兜底的钱。

ACC levy equals 350 years of Govt funding for food in schools
The $700 million overcharging in the ACC levy, admitted by Bill English today, is a stealth tax that is enough to fund the Government’s contribution to food in schools for 350 years, says Labour’s Finance spokesperson David Parker.
“The Government is taking $700 million more than is needed from New Zealanders through ACC levies over two years. That’s a stealth tax, pure and simple. They’ve been advised to reduce it but are still overcharging New Zealanders.
“That money is enough to cover the Government’s new role in feeding the kids for 350 years. That’s how badly Kiwis are being ripped off.
“Bill English has said that ACC levies should take only the minimum amount. Yet Kiwis on an average income are being overcharged around $100 a year in levies. At a time when people are struggling to the point that we have to fund food in schools, to take more money than what is necessary is criminal.
“The Government is using ACC as a political jelly bean jar, overcharging New Zealanders to fill to the jar to overflowing in order to dole out lollies in election year for political advantage.
“This isn’t prudent financial management, it’s taking directly from New Zealanders’ back pockets to try to win an election,” says David Parker.
