  5年前,国家党政府上台执政并许诺要给我们一个更光明的未来。

  国家党说他们将创造就业、提高工资、增长经济,让新西兰人安居乐业。

  然而经过了5个预算案之后,事实表明他们没能兑现诺言。

  他们没有做到提升勤奋工作、希望得到发展的几百万新西兰民众的生活水平。

  不妨来看看这个政府的政绩吧。

  政府外债已经从零膨胀到58亿纽元。

  他们承诺要多创造17万工作岗位,结果只创造了8000个工作。

  这个政府眼睁睁地看着超过20万的新西兰人离国去乡,到澳大利亚去寻找更好的工作机会。

  而且前景看来还是会继续黯淡下去。

  已有预告说我国的失业率将仍旧要超5%。今后5年的经济增长则停滞在平均每年2.5%.

  而这个政府将要靠着通过超额征收ACC费用和汽油税争取2014/2015财政年度勉强达到7500万纽元盈余。

  国家党政府的出售国有资产计划将令我国财政在2017年前每年减少收入4900万纽元。而且这还没将出售我国电力企业带来的损失计算在内。

  这个政府应对的是我国的经济衰退,而他们却采取袖手旁观的态度放任自流。

  这个政府结果造成了两种速度的经济(以下简称“双速经济”)的局面。

  这是地理意义上的双速经济――我国很多地区的经济都停滞不前。

  这是年龄意义上的双速经济――年轻一代被挡在自有住房的大门外,面临的是一个低工资或没有稳定工作的未来。

  这是经济意义上的双速经济――当投机商们四处冒出大发其财之时,出口商和制造商们却在苦苦挣扎。

  在奥克兰,双速经济是房价疯狂上涨,同时却没有创造工作机会。

  从公平性来看,这也是两种速度――财富越来越集中到少数人手中。

  政府到了该拿出新策略的时候了,不能任由情况如此发展。

  整个世界都在变化。全球经济的风云变幻已掀起一轮针对如何增加就业、创造财富以及社会公平性的大范围的重新思考。

  前瞻的新远景是关于产业化的。经济增长要立足于真正的经济――能创造产品与服务的商业――那才能为我国带来真正的经济增长及真正工作机会。投机不是答案。

  工党有勇气推行能让我国经济起死回生的大胆变革与创新。

  我们将大大促进就业、以新思维低成本来推动我国经济的转型。

  我们将增加国民储蓄、增加对商业的投入。

  我们将确保投资能到达有成效的出口商企手中,而不是落进房地产投资商的口袋。

  我们将改革货币政策以解决纽币被高估的问题,从而帮助我们的出口商们脱离困境。

  我们将让国家财政收支平衡,而这方面工党有可资骄傲的记录。

  工党执政的9年,每一年财政都有盈余。

  而我们的预算也将是为了所有辛勤工作的人民来做的。因为老百姓付出了,政府就应当支持他们。

  我们的政策将真正改变人民的生活。

  作为总理,我将再次为人民带来希望、并给他们一个相信明天会更好的理由。

  我将创造与建设,不是只做交易和出售。

  Five years ago, this Government came to power promising a brighter future.

  National said it would create jobs, lift wages, grow the economy and make New Zealand a better place to live.

  But after five Budgets, it has failed to deliver.

  It has failed to improve the lives of the millions of people who work hard every day, trying to get ahead.

  Let’s look at this Government’s scorecard.

  Net government debt has ballooned from zero to $58 billion dollars.

  They promised 170,000 more jobs. But they’ve only delivered 8000.

  More than 200,000 Kiwis have left for Australia looking for better jobs and opportunities under this Government’s watch. 

  And the future continues to look bleak.

  Unemployment is predicted to stay above 5 per cent. Growth will sit on an average of just 2.5 per cent a year for the next five years.

  And the Government will only just reach a surplus of $75 million in 2014-15 by overcharging for ACC and increasing petrol taxes.

  It’s plan to sell our assets will see the country worse off by $49 million a year in 2017 – and that doesn’t even take into account all the money it is spending on the sales process.

  This Government is managing our country’s decline. It is sitting back as a spectator. 

  It has created a two speed economy.

  Two speeds geographically – with many regions stagnating.

  Two speeds age-wise – with young people locked out of home ownership and facing a future of low paid or casual jobs.

  Two economic speeds - where exporters and manufacturers struggle while speculators flourish.

  Two speeds in Auckland where growth is in rampant house prices – not production in jobs.

  And two speeds in a fairness sense, with incomes and wealth ever more concentrated in the hands of the few.

  It’s time for a new approach to Government.

  The world is changing. Upheavals in the global economy have caused a major re-think about how best to grow jobs, wealth and fairness in society.

  The new outlook is industrial. It’s about economic growth being based on the real economy – the businesses that create products and services that bring real growth and real jobs, not speculation.

  Labour has the courage to make the bold and innovative changes needed to turn our economy around.

  We will boost jobs and transform our economy with new ideas that don’t cost the earth.

  We’ll increase our national savings and boost the investment pool available for business.

  We’ll make sure that investment goes into the hands of productive exporting businesses rather than property speculators.

  We’ll reform monetary policy to tackle our overvalued dollar to help our struggling exporters.

  And we will balance the books because that is Labour’s track record.

  We delivered nine surpluses in nine years in Government.

  But our Budgets will also get in behind people who are working hard. Because people who are doing their bit deserve a Government that backs them.

  Our policies will make a real difference to people’s lives.

  As Prime Minister, I will give people hope again and a reason to believe that their lives will get better.

  I will create and build, not just trade and sell.

  And everything I do will be about putting people first
