以前ACC从未得到过35亿纽元之巨的盈利。但它的盈利向来在10亿纽元上下,其储备金也在稳步增值中。
去年的大幅盈利很大程度上与2009年不必要地增加ACC征费有干系,这造成了ACC收入的大幅增加。
政府降低ACC征费的依据是ACC储备金已经在贬值,而长期债务却已呈上升之势。
而去年财政部审计时就已发生一模一样的情况,即ACC长期债务升了7.5亿纽元;同时储备金却贬值了1.34亿纽元。
国家党政府在2009设法弄出一场经济危机以便于为大规模私有化ACC正名,如今显而易见根本就从未有过任何ACC危机,而将其私有化的政策亦纯属意识形态罢了。
新西兰工薪族和商人们会为他们被超额征收了3年ACC税而感到愤怒。
从头到尾,这就是一场剥削。

ACC: Kiwis ripped off for past 3 years
ACC Minister Judith Collins has admitted that hard-working Kiwis have been overcharged for the past three years by reducing levies today, says Labour’s ACC spokesperson Andrew Little.
“Judith Collins says that ACC’s surplus last year of $3.5 billion justifies the decrease,” Andrew Little said. “It certainly does, but why hasn’t the Government ended this rip-off of Kiwis long before now.
“ACC has never made a surplus of anything like $3.5 billion before. It has routinely made surpluses of around $1 billion and steadily built up its reserves.
“The massive increase in last year’s surplus has more to do with the unnecessary increase in levies in 2009 that has massively increased income,” Andrew Little said.
“The Government justified the increase then on the grounds that the value of ACC’s reserves had gone down and the value of long term liabilities had gone up.
“But exactly the same thing was shown up in yesterday’s Crown accounts (ACC long term liabilities up $0.75 billion; value of reserves down $134 million),” Andrew Little said.
“The Government contrived a financial crisis in 2009 to justify privatisation of most of ACC, and it’s now obvious there never was any crisis and its privatisation policy has always been purely ideological.
“New Zealand businesses and wage and salary earners can feel angry that they have been overcharged for three years.
“It’s been a rip-off from beginning to end,” Andrew Little said.
