上月中旬，新西兰移民政策“又变天”，吓得小编浑身一激灵！新西兰移民部长Michael Woodhouse公布移民新政。移民政策的改动主要集中在对最低薪资的调整，工作经验分数上的调整，年龄加分的调整，高学历的额外加分和部分奖励性分数的移除。4月19日上午新移民政策信息公布以后，不仅对那些“准移民”们影响巨大，同样也波及到了留学择业等领域。然而，新之源留学移民早在上年12月最后一次移民局会议召开之后，根据负责移民法案的经理 Nick Aldous所建议的移民政策调整趋势，提示了今后的移民政策走向和几个值得注意的方面。

Are the changes designed to allow fewer people to be granted residence under the SMC?
该项政策旨在降低技术移民的人数吗？
While there will be an impact on some people in low paid employment, the changes expand the definition of skilled employment to allow some people to obtain residence who have previously been unable to claim points for their employment in New Zealand – people who are not currently considered to be in skilled employment because their job is not in an Australian and New Zealand Standard Classification of Occupations (ANZSCO) skill level 1, 2 or 3 occupation will be able to claim points for their job if they are earning $73,299 or more per year.
虽然表面上看该政策对低收入人群产生了很大的影响。但是该政策扩大了原技术移民的定义，不在ANZSCO Level1-3 里面的职位，如果年薪高于NZD73,299也可以申请技术移民。

Skilled Employment (技能工作）
The same number of points will be awarded for both an offer of skilled employment and current skilled employment in New Zealand.
新政策中，将不再区分工作邀请和已在新西兰工作超12个月(旧政中在新新兰本地工作超12个月比只是拿到工作offer多10分的加分）
Remuneration thresholds are being introduced as an additional means of defining skilled employment.
增加新的技术移民评判标准，设立工资标准
Applicants with jobs at ANZSCO skill levels 1, 2 and 3 will only be awarded points for their employment if they are paid at or above NZ$48,859 per year (or NZ$23.49 per hour).
ANZSC,O 清单内skill level 1-3中的职位，必须要达到年薪纽币48,859及以上（时薪纽币23.49）
Applicants with jobs that are not in ANZSCO skill level 1, 2 or 3 occupations may be assessed as being in skilled employment if they are paid at or above NZ$73,299 per year (or NZ$35.24 per hour).
职位不在ANZSCO skill level 1-3 内的话，如果年薪达到纽币73,299 及以上（时薪纽币35.24）即也可被认定为技术移民
Bonus points will be awarded for remuneration at or above NZ$97,718.00 per year (or NZ$46.98 per hour)
年薪纽币97,718及以上（时薪纽币46.98）可获得额外加分
Remuneration thresholds will be updated annually based on New Zealand income data.

More points will be available for work experience.
工作经验可获得更多的加分
Points will be awarded for skilled work experience in ANZSCO skill level 1, 2 and 3 occupations.

Points will be awarded for skilled New Zealand work experience of 12 months or more. There will be no additional points for work experience of two years or more.

Points available for recognised level 9 or 10 post-graduate qualifications (Master’s degrees and Doctorates) will increase.

No there are no changes to these aspects of the SMC instructions.

Will the selection point change when the new SMC comes into effect?
当新政实施时，EOI的选取分数（目前160分）会跟着变化吗？
The selection point is able to be adjusted by the Minister of Immigration as necessary for the overall planning range of the New Zealand Residence Programme, so the selection point may change from time to time. There is no information at the present time concerning where the selection point will be set when the adjusted Skilled Migrant Category is implemented.there are no changes to these aspects of the SMC instructions.

Because your application was submitted before 14 August it will continue to be assessed under the current instructions.

My SMC Expression of Interest (EoI) has been selected from the SMC Pool but I have not yet been invited to apply: if I obtain an invitation to apply before 14 August but do not submit my SMC residence application until after 14 August, can I be assessed under the current SMC instructions?
如果我的EOI已经被选出来，但是还没有收到ITA（移民申请邀请函）：如果我在8月14号之前收到邀请函但是在8月14号之后递交所有的申请材料到移民局，那么我的申请会按照现在的移民政策来审理吗？
If your Invitation to Apply was issued on the basis of a selection from the SMC Pool before the policy change your application will be assessed under the SMC instructions that were in place at the time your EoI was selected, regardless of whether you application is submitted after 14 August. The application must be received within the standard four month limit
如果你的移民申请邀请函是按照移民政策改变之前的EOI选取而发出的，那么你的申请就将按照改变之前的移民政策进行审理，无论你的申请是在8月14号之前递交或者8月14号之后递交。但是谨记，申请必须在拿到邀请函的4个月之内递交。
If my EoI is selected from the SMC Pool before 14 August but is then returned to the Pool, what will happen to my EoI?
如果我的EOI 在8月14号之前被选出，但是由于种种原因又被退回到池子里面了，那么我的申请将会受到什么影响？
If your EoI has been selected from the Pool but is returned to the Pool because it does not meet the requirements for an Invitation to Apply, you will be able to edit and resubmit your EoI on the new EoI form, at no cost. The new form will reflect the new requirements. However if, as a result of the changes, you are no longer able to claim 100 points, your EoI will not be accepted into the Pool.
如果你的EOI是因为你没有满足移民邀请函的要求而被退回池子里面，你可以重新编辑重新递交新的EOI. 新的EOI将会反应新的移民要求。如果你的分数没有达到移民局的选取分数要求，那么你的EOI 将不会出现在选池里面
When will more detailed information be available about the changes to the SMC?

结语
总的来说，新政对高学历，高阅历人群无太大的冲击力，但是对西厨及餐厅经理等人群相对影响偏大。主要表现在最低工资方面，一般厨师，餐厅经理属于低收入，这些职位的新西兰平均工资偏低，所以新政策所设置的移民最低工资要求对这些职位产生了巨大的冲击波。加上长期稀缺加分的取消但是也不要太气馁，正如上面提到的，坐等6月份出详细信息，说不定160的分数会降呢
对于其他职位来讲，比如office manager （办公室经理）新西兰市场的平均工资在纽币5万-7万8之间，那么该次政策的改变对其没什么影响。
