WWW.dol.govt.nz 慢慢看。。。

A universal visa system (Part 3)
The new Act will establish a universal visa system that maintains flexibility in managing people’s travel to and stay in New Zealand. It will remove distinctions between the categories of “visa”, “permit” and “exemption”, and use the single term “visa” to refer to the authority to travel to, enter and stay in New Zealand.
A universal visa system means that all foreign nationals will require a visa to be in New Zealand. Visas can be granted or “deemed” to be granted to maintain flexibility in managing risk and the range of unique circumstances under which a foreign national may enter New Zealand. For example, a visa may be deemed to be granted where a foreign national enters New Zealand territory on Antarctica. This is because they may travel directly to Antarctica from another country. Australia is another country that has a universal visa system.

What kinds of visas exist under the Immigration Act 2009?
The Act allows for the following classes of visa:
* Residence class visas –
o Permanent resident visas – holders are entitled to travel to and gain entry permission into New Zealand and may stay indefinitely without conditions
o Resident visas – holders may be subject to conditions but will be entitled to travel to, enter and stay in New Zealand in line with those conditions

An existing visa or permit holder will be deemed to hold a visa of a corresponding type under the Immigration Act 2009. There is no need to apply for a new visa or permit.
If you are currently exempt from the requirement to hold a permit to be in New Zealand, you will be deemed to hold a visa that is equivalent to the terms and conditions of your exemption.
Australians and others currently exempt from permit requirements or who travel to New Zealand under visa waiver arrangements will still be exempt from the requirement to hold a visa for travel to New Zealand. All, however, must be granted or deemed to be granted visas on arrival to stay in New Zealand.
A visa shows what rights a holder has – for example, the right to travel to New Zealand, or the right to stay and study in New Zealand.

Resident visas – holders may be subject to conditions but will be entitled to travel to, enter and stay in New Zealand in line with those conditions
Temporary entry class visas –
Temporary visas – these will have a variety of different types and names – for example, visitor visas which will allow a holder to stay in New Zealand for the purpose of visiting, and work visas which allow a holder to stay and work in New Zealand.
Interim visas – these can be granted for the purpose of maintaining lawful status in New Zealand, where someone has applied for a further visa and their application is being considered
Limited visas – these can be granted to people who wish to come to New Zealand for an express purpose
Transit visas – these allow a passenger to remain in transit if they are travelling through New Zealand to another destination. Not everyone will require a transit visa.
