Key requirements of the changes
By 1 July 2016 Housing New Zealand and Community Housing Provider managed properties, where tenants pay an income related rent, must meet the new insulation requirements.
By 1 July 2019 all remaining residential rental properties covered by the RTA must meet the new insulation requirements.
Landlords are required to make a statement in the tenancy agreement on the extent of and details about the insulation installed in their residential property. In order to make this statement, landlords will need to check and confirm what insulation is installed in their rental property. If the existing insulation does not meet the minimum thermal requirements (expressed in R-values) specified in the regulations, or is incomplete, damaged or damp, landlords will need to either replace the existing or install new insulation in the ceiling and underfloor to meet the current Building Code requirements.

Residential Tenancies Regulations for insulation and smoke alarms
Changes to tenancy laws aim to make homes warmer, drier and safer for hundreds of thousands of New Zealanders without imposing excessive bureaucracy or cost.
The changes have now been approved by Parliament and take effect on 1 July 2016. They create new requirements for insulation and smoke alarms in all residential tenancies.
The changes require that from 1 July 2016:
all rental properties have smoke alarms
all new tenancy agreements include a statement of the extent and safety of insulation in the property
any replacement or installation of insulation in a rental property meets the required standard
the installation of electrically conductive insulation products (such as reflective foil products) will be banned by the regulations
all social houses where the tenant pays an Income Related Rent has underfloor and ceiling insulation meeting the required standard where it can be practically installed.
From 1 July 2019
all rental properties have underfloor and ceiling insulation meeting the required standard where it can practically be installed.
If you rent privately, live in social housing, are a private rental or social housing landlord, these changes are likely to affect you.

今年七月一号 每个出租房得装有smoke alarm。 保温棉是2019年才全面执行，但是从现在开始如果每个出租房的房东要告知物业管理中介家里有没有安装保温棉，厚度是多少。
