Last week the Australian Chamber of Commerce and Industry urged Australia’s commercial banks to pass the benefits of the cut in official interest rates onto business.
ACCI suggested the official interest rate cut should be passed on swiftly and in full.

ACCI’s director of Economics, Greg Evans, notes that a week later there’s be little action.

"More than a week has passed and there is little, if any, action by the banks to reduce those interest rates applying to the typical borrowing facilities held by mainstream business, such as overdrafts and fully drawn advances.

"It is clear the banks only respond to public pressure. They moved quickly to adjust the pricing on their variable home loans, but drag their feet when it comes to their business customers.

"By responding slowly to small business the banks are doing Australia a disservice because small business is the lifeblood of the economy and the home of job generation.


    In February 2009 the Reserve Bank Governor, Mr Glenn Stevens in providing evidence to the House of Representatives economics committee was questioned why the banks were slow to pass on the benefit of official rate cuts on non-mortgage products.
     
    "In the case of business loan rates, they have not brought those down as much and frankly they have not been under quite the same public pressure on those rates as they have been on housing rates. That is probably not the whole explanation but it may be part."

Mr Evans said there is no reason now why business borrowers should not receive the entire benefit of the 0.25% reduction in official rates and it should happen without further delay.

"In fact, the latest Reserve Bank’s Statement of Monetary policy released last Friday shows an improvement in the domestic net interest margin position of the major banks. It additionally notes that while average rates on outstanding loans to large business had declined by 16 basis points in the three months to the end of October, small business had recorded no such decline and it was still paying an average 30 basis points above the post 1996 average on outstanding small business loans.

"Clearly even before the latest official rate cut the small business sector was missing out.

"Failure of the banks to act hampers the intention of the Reserve Bank in assisting those weaker areas of the economy and may strengthen the case for a further loosening of monetary policy."
