A total of 36 Chinese cities introduced policies to support the property market within the first 15 days in May, according to incomplete statistics, indicative of policy relaxation to shore up home sales.
For example, Hangzhou city of Eastern China’s Zhejiang Province announced Tuesday that eligible second-hand homebuyers will only have to pay social security or individual income tax in the city for a consecutive 12 months instead of 24 months, and families with three children will be able to purchase an additional house. In Changsha, Central China's Hunan Province, a home bought and used for rental will not be included in the calculation of family housing units, which means they can enjoy favourable mortgage rate as first-time buyers.
China recorded a sharp annual drop in home sales from January to April. Commercial home sales stood at 3.78 trillion yuan ($556 billion), down 29.5 percent year-on-year, with residential housing sales down 32.2 percent, according to statistics released by the National Bureau of Statistics (NBS) on Monday. Investment in real estate development also went down by 2.7 percent year-on-year.
According to data from China's top property broker Beike, over 70 Chinese cities have relaxed property-related policies since the beginning of the year, amid significant downward pressure in the real estate industry. Measures include providing loan supports, lowering down payment ratio, extending the years of mortgage payment, etc.
China's central bank and banking regulator on Sunday announced first-time homebuyers can receive home loan interest rates that are 20 basis points below the lower limit from commercial banks. Interest rates for second-home purchases will remain unchanged. This policy will enable local mortgage rates to be as low as 4.4 percent.
The differentiated home loan policies by State financial authorities will not only lower homebuyers' monthly repayment amount but send a positive signal that the government is all for the stable and healthy development of the housing market, analysts said.
The relaxation and solid implementation of credit policies, and the continuous improvement of the financing environment of real estate enterprises, are crucial to the recovery of the property market.
随着4月底以来稳楼市信号的释放,各地优化楼市调控政策的节奏再次加快。
5月17日,杭州市房地产市场平稳健康发展领导小组办公室发布《关于进一步促进房地产市场平稳健康发展的通知》,明确在杭州限购范围内购买二手房,落户杭州未满5年的户籍家庭无社保缴纳要求;非杭州户籍家庭需在购房之日前1年起已在杭州限购范围内连续缴纳城镇社保或个人所得税满12个月。另外,符合条件的三孩家庭在杭州限购范围内限购的住房套数增加1套;报名参加新建商品住房公开摇号销售时,参照“无房家庭”优先摇号。
5月16日,国家统计局发布2022年前4月全国房地产开发投资情况。数据显示,2022年1-4月份,全国房地产开发投资同比下降2.7%,新开工面积及竣工面积同比分别下降26.3%和11.9%。房地产销售仍处于低位,2022年1-4月份住宅销售额同比下降超30%。
今年5月以来,全国已有36城“花式”出台楼市支持政策,其中日前长沙市一项松绑政策被视为“租出去就算无房”更是引发关注。
据贝壳研究院统计,今年以来超过70个城市楼市调控政策放宽,包括公积金贷款支持,如降低首付比、提高公积金贷款上限、延长贷款年限、父母公积金可用于子女购房等,限制性政策包括限购、限贷、限售等政策均有不同程度的放宽。
贝壳研究院数据显示,2022年4月103个重点城市主流首套房贷利率为5.17%,二套利率为5.45%,分别较上月回落17个、15个基点,利率水平为2019年以来月度新低。
中国人民银行、银保监会5月15日发布重磅通知,调整差别化住房信贷政策,对于贷款购买普通自住房的居民家庭,首套住房商业性个人住房贷款利率下限调整为不低于相应期限贷款市场报价利率减20个基点,二套住房商业性个人住房贷款利率政策下限按现行规定执行。换言之,根据4月20日公布的最新4年期LPR报价4.6%,首套住房的房贷利率最低可到4.4%,二套房房贷利率仍执行最低5.2%的标准。
行业专家表示,央行统一下调首套房贷利率下限更具宏观信号意义,有助于降低购房者置业成本,引导地方政府后续信贷调整。最直观的影响在于购房成本的降低,缓解购房者置业压力,支持刚需释放。相较于此前信贷政策以地方调整为主,此次自上而下的调整信号意义更强,有助于引导后续地方政府进一步调整信贷政策。
China has reduced over 880 million yuan of financial burden of enterprises from 2016 to 2021 to stimulate the market vitality, and added 12.2 trillion yuan of local government special bonds from 2015 to 2021 to support the expansion of effective investment, according to a press conference held by the Publicity Department of the Communist Party of China (CPC) Central Committee on Tuesday. The country’s continuous implementation of proactive fiscal policy and timely and appropriate adjustments have effectively reduced the impact of cyclical economic changes and strongly support the high-quality economic and social development, according to the conference.
财税体制改革纵深推进:5月17日,中共中央宣传部举行“中国这十年”系列主题新闻发布会。发布会介绍,党的十八大以来的十年,财政宏观调控不断完善。连续实施积极的财政政策,适时适度预调微调,有效降低了经济周期波动影响,有力支持了经济社会高质量发展。精准实施减税降费,2016—2021年,减轻企业负担超8.8亿元,市场活力持续激发。2015—2021年,安排新增地方政府专项债券额度12.2万亿元,支持扩大有效投资。
China has built the world’s largest higher education system, with 240 million people having received higher education, and more than 44.3 million students in school, the Ministry of Education said on a Tuesday conference. The gross enrolment rate of higher education reached 57.8 percent in 2021, up 27.8 percentage points from 2012, entering the internationally recognised universal phase of higher education.

China's top economic planner approved 38 fixed-asset investment projects with a combined investment totaling 533.3 billion yuan in the first four months of this year, official data showed Tuesday. In April, eight fixed-asset investment projects were approved with the total investment reaching 18.8 billion yuan, according to a spokesperson for the National Development and Reform Commission.
前4月固定资产总投资超5千亿:5月17日,国家发展改革委召开5月份新闻发布会。会上介绍,今年前四个月共审批核准固定资产投资项目38个,总投资5333亿元。其中,4月份审批核准固定资产投资项目8个,总投资188亿元。

Shanghai has cut off the community transmission of COVID-19 in all its 16 districts, a municipal official said Tuesday. The megacity reported 77 confirmed local cases and 746 asymptomatic infections on Monday.

China's delivery service providers handled 31.71 billion parcels in its business volume with a 4.2 percent increase in the first four months of this year, according to the State Post Bureau on Monday. During the January-April period, business revenue of the sector gained 2.3 percent year on year to total 313.33 billion yuan, the bureau said. In April alone, Chinese delivery service providers saw their business volume and revenue down 11.9 percent and 10.1 percent, respectively, from a year ago.

The Civil Aviation Administration of China summoned domestic airlines including Guangzhou-based China Southern Airlines and Shanghai-headquartered low-cost carrier Spring Airlines on a video call yesterday to discuss potential financial support to get through their issues caused by the Covid-19 pandemic. However, the method and scale of transfers were not clear yet.

Tesla is recalling 107,293 Model 3 and Model Y electric cars that were produced at its Shanghai gigafactory between Oct. 19 last year and April 26 this year, due to software malfunctions caused by fast-charging of the battery, China’s market regulator said yesterday.

The China Banking and Insurance Regulatory Commission has revised two regulatory documents for the first time in a decade last Friday. The top insurance regulator has expanded the investment scope of the country’s insurance sector to include a wider array of financial products such as debt-to-equity investment plans in order to enable the 23 trillion yuan worth of funds to better serve the economy, according to the documents.
23万亿元险资迎重磅政策调整:据银保监会披露的数据,截至2021年末,险资运用余额超过23万亿元。5月13日,银保监会官网消息称,已于近期修订发布《关于保险资金投资有关金融产品的通知》和《保险资金委托投资管理办法》。主要修订内容包括:拓宽可投资金融产品范围,将债转股投资计划等纳入可投资金融产品范围,进一步完善保险资产配置结构。
The overnight Shanghai Interbank Offered Rate (Shibor), which measures the borrowing cost of China's interbank market, increased 1.4 basis points to 1.325 percent Tuesday. The seven-day rate dropped 13 basis points to 1.584 percent and the one-month rate went down 3.3 basis points to 1.945 percent.

Chinese stocks closed higher on Tuesday, as Shanghai achieved a key COVID-19-related milestone required to ease restrictions. The Shanghai Composite gained 0.65 percent and the Shenzhen Component was up 1.23 percent. Semiconductors and new energy firms gained 3.6 percent each, and automobiles surged 4.2 percent. The Hang Seng Index rallied 3.27 percent as the TECH Index jumped 5.78 percent.
周二A股集体上涨。截止收盘,沪指涨0.65%,深成指涨1.23%,创业板指涨1.62%。板块方面,汽车整车、光伏设备等涨幅居前,医药商业、中药等跌幅靠前。港股恒生指数收涨3.27%,科技股大涨。
