就在新州最大的教师工会呼吁取消考试之际，自新州教育厅在三周前出台新的网上考试最低标准后，已经有2600多名学生尝试了一个或多个考试。
阅读和数字考试分别包含45题多项选择，写作考试要求根据一段图片或文字提示写500字文章。从2020年开始，学生们必须通过所有这些考试才能获得HSC。
但是，新州67000多名教育者代表，新州教师联盟的主席Maurie Mulheron说更多考试没有必要，核心的语言和算术技能应该嵌入现有教纲。
“没有人会希望孩子达不到最低标准，但是这些考试完全没必要。因为我们有11和12年级，这时候有丰富的考核内容，还有世界级的HSC。”Mulheron说。
“我们已经把它全部放入实际的教纲中。这些考试让老师偏离了他们应该做的事情和教授必修课程。”
新的政策将开始影响目前在读的10年级学生，在新政下学生们将在10，11和12年级，以及离开学校后的5年里，每年有两次考试机会。
在12年结束时没有通过网上考试的学生仍有资格参加HSC考试，但是只能获得学校成绩记录（Record of School Achievement），而不是HSC。他们依旧可以拿到ATAR成绩和申请大学。
网上考试引入的最先计划说到“要求到10年级底尚未达到算术标准的学生参加规定的数学课或预备课题，还有HSC和专门的英语单元。”
但是现在执行网上考试的新洲教育标准局（NESA）一名发言人说学校会选择最佳途径来帮助考试有困难的学生。
早先颇有争议的一个政策，即在9年级时在Naplan阅读，写作和算术考试中均达到8级（Band 8）的学生不需要参加网上考试来获得HSC资格，已经被新州教育厅长Rob Stokes取消，他说把诊断性的考试和最低标准相结合给9年级学生带来太大压力。
去年的Naplan结果表明只有32%的9年级学生在所有3个主要考试中获得8级，68%的学生至少需要重考一门课才能获得HSC资格。
NESA 为今年欲尝试考试的学生开放四次考试窗口，分别在2月，5月，8月和11月，第一次将在3月23日关闭。
学校需要为学生注册并促使考试顺利。
