新西兰永久PR的问题

问个问题，我妈 是2014年12月老政策下团聚移民拿到的PR. 我想问什么时候可以申请永久PR?网站上的政策查了一下
Commitment to New Zealand criteria
1. You have spent enough time in New ZealandYou have been in New Zealand as a resident for a total of 184 days or more in each of the two 12-month portions of the 24 months immediately preceding your permanent resident visa application. You do not have to provide any extra evidence, other than your passport(s).
这是什么意思呢？ 有朋友明白吗？ 是说还是2年就可以申请吗（每年184天）， 但很多朋友又说要5年， 后三年住够184天？ 哪种说法正确呢？

两年不间断持有Resident Visa是必要条件，而不是充分条件。严格意义来说，requirements是必须满足的条件，必须满足不意味着充分又必要。

When and how can I apply for a permanent resident visa?
You can apply for a permanent resident visa after you have held a resident visa for 2 years without interruption.
You must have also met any conditions imposed on your Resident Visa which can include a sponsorship period of up to 5 years.
If your resident visa is subject to a sponsorship period of five years, you are not therefore able to apply for a permanent resident visa until 5 years after your first day in NZ as a resident.
（如果您的居民签证有5年担保期限，您在5年后才可申请永久居民签证）
就是说您母亲的居民签证如果由您担保，而且被附加了5年的条件，只能在5年后申请永久居民。
