新西兰关于Essential Skills 从海外申请工签求助

诸位前辈们好
我刚刚从海外拿到新西兰的Job offer， Job Title： Quantity Surveyor
职业在长期短缺名单上，要求的是
Bachelor of Construction (Quantity Surveying) AND three years’ relevant post qualification experience
虽然学位有了，但是我的工作经验还达不到要求。现在想申请工签和PR，不知道是不是需要雇主证明所谓：本地人无法胜任此职位。 还是说 我直接可以递签了呢？雇佣海外公民好像需要labour market test。 但是我的occupation是在LTSSL上面，只是我本身并没有完全满足要求… 初来乍到，有很多疑问的，请多多包涵。
So the question is whether I have to meet all the reqirements of the nominated occupation OR as long as I have a relevant qualification and my job title is shortage-listed, then I will be in position to hand in a Working visa?

Requirements your job offer must meet:
Your job offer must come from a New Zealand employer who can prove to us that there are no suitable New Zealand workers available to do the job. This can be done in three ways:
1.The employer can request an approval in principle from us to recruit overseas workers. This will have been done before you apply for a work visa.（也就是雇主有从海外雇人的许可）
2.The employer provides the proof as part of your application process.（不太明白）
3.The occupation may be listed on one of the Essential Skills in Demand Lists.（职业在长期或者短期名单上）

你是已经找到工作了？有些手续让雇主配合你做下啦，哪些有困难没说清楚

呃，因为没有找中介，所以这些东西要怎么做我也不清楚……好像先要广告招人，之后还要放到政府网站上由政府来招人，都不行了才能雇佣海外雇员。
其中雇主还不能给低于行业标准的工资…说实话我觉得雇用我就是因为便宜…

要先招人做上一两个月的广告，收简历，证明确实招不到人，这些资料提供移民局申请招你，然后出工签
