想买个地 自己盖房子
看了个地 水管什么的好像都没有问题 唯一问题是有 FLOOD RISK, 求教 各位经验人士, 这样的地能买吗? 如果盖得房子高一些呢? 会不会很难通过CITY COUNCIL 审批呢?

The site may be at risk of flooding during heavy rainfall events. The extent of this flooding is shown on the attached special land features ma pa "Flood Risk Area".
This flood risk area has been developed by qualified and experienced engineers based on knowledge of past flooding, land contours showing low lying areas, and other relevant catchment information. It has not been subjected to a detailed review or analysis and as such the applicant is solely responsible for establishing the true flooding extent and suitability of the land for any purpose.
Any proposed development on this site may require a detailed flood risk report to be completed by a qualified drainage engineer. This will confirm the extent of risk and action required. Proposed development must have regard for established flood flows and levels and the to ensure that flood plains and flow paths are not impeded.
是说 如果要盖房子的话 要做个FLOOD RISK REPORT先对不? 这个问题会不会很难解决? 是自己找人做 还是得请CITY COUNCIL的人来做?

个人认为Flood Harzard土地,视情况考虑,可以购买。
一般Flood Harzard/Risk的土地地势较低,类似低谷,或者临近水源。我也遇到过一些土地地势较高,由于土地平坦,不易排出雨水,也被定义为Flood Risk(LIM report会清楚注释)。Auckland有一定数量房子是建造在这样的土地上。
Flood Harzard土地可以建造房屋,不过,LZ需要多做一些功课。很多土地虽然被定义为Flood Risk,但并不意味这拥有者一定会承担或者面临Flood。因为,自然环境的改变,周边设施及房屋的建造,新的道路对雨水流向的引导,都会影响Flood Risk。 同时,Flood 级别有100年一次,50年一次。Flood Risk,定义的是风险, 主要是出于对人身安全及房屋质量的考虑。有些Flood Risk 100年都遇不到问题。
在Flood Risk建造房屋,City council对设计上会有额外要求,也有可能需要Resource Consent, 但是不会很难解决。Flood Risk通常会针对地基的高度,房屋的orientation以及排洪(雨水)方面提出要求。我相信只要是专业的设计师,都可以协助LZ满足City Council的要求。
Flood Risk 土地会比较廉价,或者有其他的优势,例如地理位置。但是LZ有可能要花费更多的时间设计,同时房屋的造价可能会略高。我们去年帮助客户在南区建造了一个约为220平米房屋在Flood Risk土地上,感觉地势不低,周围也没有水域。City council的要求是提高地基。为此客户多付出了大约八千纽币。仅此。现在客户都住进去了,没有任何问题。
Flood risk report需要做,每一个土地的情况不同,会影响到房屋的设计和造价。祝LZ好运。

补充一下,LZ可以自己委托工程师做Report,也可以请建筑商或者设计师代理。

3l is correct.
Generally, Council requires the building floor level is 500mm above the 1 in 100 year flood level (A few areas have special requirement) to ensure the people will safe inside the house during a flooding.
Engineer is to carry out a new flooding report to determine the lowest floor level for the new house. You may need to spend more money on foundation and the house may not be able to build very high.
If you need an engineer to carry out flood report, we can do for you.
